Job Purpose:
CCCM Project Officer is responsible for on-site supervising and leading of ACTED CCCM activities and managing CCCM team in ACTED-supported camps, sites and informal settlements in Idleb. The CCCM Project Officer oversees the timely implementation of project activities aspects, ensures quality standards are met, and maintains close relations and coordination with camp management and other stakeholders in the area.

Objectives:
To oversee different CCCM activities in the field. This includes Communication and coordination with different stakeholders, set up a coordination meeting at site level, capacity building to camp management units and camp committees, site improvement through safety audits and site maintenance, strengthen complaint and feedback mechanisms in the camps.
Duties and Responsibilities:
Project Implementation Follow-up
- Directly manages assistants and monitors at the field and coordinates with governance and database officers.
- Oversees CCCM activities implementation at field level and ensures all planned activities are on track according to project work plan.
- With support from the deputy CCCM Project Manager and PM, contributes to drafting and finalizing (Needs assessment, Base line, FGDs and activates monitoring) data collection tools for CCCM activities.
- Manage all logistics needs and stock for the CCCM activities and raises the needs to Deputy / CCCM PM.
- In collaboration with site maintenance assistant, draft all the needed procurement orders, BOQs with cost estimation needed for the activities’ implementation and timely submission to deputy / CCCM PM.
- Support governance officer to deliver training courses for CMUs, committees and local actors.
- Supervises good conduction of needs assessments, surveys, meetings, safety audits, CFW registration and demographic assessments in the targeted camps.
- Ensures that all IEC materials, related to beneficiaries’ awareness on CCCM activities, are defined, designed and delivered in the camps in timely manner.
- In coordination with protection assistant, follow up the protection cases tracker and submit it to DPM/PM at monthly basis.
- Attending and providing feedback on CCCM activities during the operational meetings in the base level with the monthly plans.
- Ensures monthly coordination meetings are held monthly with camp managers, committees and NGOs working in camps. Submit minutes of meetings to DPM/PM highlighting challenges and gaps identified.
- Ensure compiling of CCCM 4Ws, service mapping, service monitoring, ISIMM inputs submitted from camps to be submitted to CCCM DPM/ PM in timely manner.
- In coordination with the CCCM PM and MEAL department Provide referral pathways form complaints and aid requests raised under the local camps CFM or ACTED CRM.
- In coordination with the camps management units set up committees in the camps and follow up on the regular meetings for these committees.
Administration/HR and finance
- Provide day to day management for the CCCM base team overseeing the CCCM activities in the assigned camps.
- Ensure that all of the needed administrative documentation is scanned and filed on a monthly basis with the relevant department.
- Undertake regular appraisals of staff and follow career management.
- Manage interpersonal conflicts.
- Ensure capacity building among staff in relevant sectors.
External Relations
Facilitate or undertake communication, coordination and liaison activities to actively consult and involve beneficiaries, key informants, camp managers, NGOs and stakeholders in all stages of project design and implementation.
Reporting and Data share:
- Ensure that all CCCM activities monitoring forms, assessments, and registration forms are shared regularly and accurately reflected on the databases monthly.
- Compile inputs from assistants/monitors and report on weekly/monthly basis to CCCM DPM/PM.
- Report and flag all issues and needs from camps to the CCCM DPM/PM.
Key Performance Indicators:
- Prepared 6 OFs related to logistic needs till Dec 2024
- Submitted 4 weekly reports on CCCM activities monthly.
- Completed 1 round of CFW till end of Dec 2024
- Submitted 5 rounds CCCM 4Ws and ISIMM for the camps in 6 months.
- Submitted 2 rounds of contingency plan at camp level till end of Dec 2024.
- Conducted 5 service monitoring rounds for each camp in 6 months
QUALIFICATIONS:
Essential:
- University degree in civil engineering.
- At least 5 years of total work experience in humanitarian organizations.
- At least 3 years of work experience with NGOs in (CCCM, WASH, SNFI, protection, or emergency).
- Intermediate English (written and spoken).
- Proficiency in Microsoft Office MS.
- Very good reporting skills in English and Arabic.
Preferred:
- Proven project management/leadership experience or training.
- Experience in construction projects is highly preferred.
- Experience working in camp settings is highly preferred.
- Very good communication skills.
- Flexibility and ability to work under pressure.
- Very Good organizational and prioritization skills.
