BACKGROUND

Purpose of Activity/Assignment:

Climate change and environmental degradation pose significant threats to children around the world, jeopardizing the progress made in child survival and development. Over a billion children are already at extremely high risk from environmental and climate hazards such as heatwaves, floods, and cyclones. These impacts threaten to reverse decades of progress in ensuring every child can survive, grow, and thrive. To address this, there is an urgent need for countries to adapt, prepare, and build climateresilient, lowcarbon social services—such as water, sanitation, healthcare, education, nutrition, social protection, and child protection—to cope with the increasing frequency and severity of climate hazards. Investing in these areas offers some of the best opportunities to protect children.

Scope of Work:

Under the supervision of the CEED Programme Specialist, the consultant will support the CEED team and the implementation of the SCAP, working closely with team members and regional CEED colleagues.

Objective 1: Strengthen knowledge management and internal communication to mainstream sustainability and climate action across UNICEF.

Objective 2: Enhance internal and external knowledge sharing to support SCAP results.

Objective 3: Support resource mobilization and capacity building in alignment with the SCAP.

Terms of Reference / Key Deliverables:

Objective 1: Strengthen knowledge management and internal communication to mainstream sustainability and climate action across UNICEF

Deliverable 1: Compile 2024 formal and 2025 informal reporting data into a global SCAP activity database (with 2,000+ example– By 1Apr25

Deliverable 2: Develop a database of 50 SCAP best practice case studies for use in reporting, web content, presentations, and resource mobilization – By 1May25

Deliverable 3: Establish a database of at least 30 sets of talking points and PowerPoint presentations to serve various engagementsBy 1Mar25

Deliverable 4: Update 4 operational guides for the CEED global team, CEED technical team, Today & Tomorrow and CCRIDRM internal workspaces. Develop a new library structure for the Today & Tomorrow and CCRIDRM sites. Review 100+ folders quarterly to archive files and implement compliance with nomenclature and information storage processes, as per CEED’s library structure – By 15Dec25

Deliverable 5: 30 SharePoint pages are reviewed, updated or created to ensure the CEED knowledge hub is aligned with SCAP priorities . Up to 30 KMrelated Frequently Asked Questions are updated with the new content 10 sectors/divisions sites are adjusted to align with the SCAP priorities. Review, create and/or update 15 CEEDrelated PPPx pages to maximize UNICEF AIbot searchable results and in alignment with SCAP priorities –  By 15Dec25

Deliverable 6: Organize and facilitate 20 highquality SCAP and CEED[1]focused webinars (dates yet to be determine, including setup, content creation, and postevent SharePoint distribution – By 15Dec25

Deliverable 7: Participate in UNICEF’s KM network by attending 14 KM Meetings, adding global updates from the meetings to the CEED KM site; Participate in 5 PG KM Network meetings and updating the global KM knowledge product database with CEED information (approx. 30 update. 45 KM updates are provided in technical CEED team meetings. 22 CEED team meetings are updated with KM agenda and information – By 15Dec25

Objective 2: Enhance internal and external knowledge sharing to support SCAP results

Deliverable 8: Produce at least 12 editions of the CEED What’s New newsletter, including content collection and building Microsoft Sway pages – By 15Dec25

Deliverable 9: At least 50 highquality CEED knowledge products are uploaded and featured on UNICEF’s external technical knowledge hub. Develop and execute an external promotion plan to raise use by UNICEF networks, such as YOUNGO, and partner governments, UN bodies, civil society, and academia.By 15Dec25

Deliverable 10: Update, maintain, and actively grow the SCAP global mailing, with at least 800 updates following CEED webinars, registrations, and other requestsBy 15Dec25

Qualifications

Education:

Advanced Degree in Communication, Environmental Studies, International Affairs, or a closely related field.

Work experience:

Knowledge/Expertise/Skills required *:

Minimum of 3 years of demonstrated experience in knowledge management, communication, or a related field.

• Strong familiarity with Climate, Energy, Environment, and Disaster Risk Reduction (DRtopics.

• Proven experience managing large datasets and knowledge repositories and creating content for both internal and external audiences

. • Expertise in developing newsletters, organizing webinars, and producing multimedia content for highprofile events.

• Excellent writing, presentation, and communication skills.

• Proven ability to collaborate effectively with individuals from diverse cultural and national backgrounds.

• Prior experience with a UN agency is highly desirable.

Financial proposal that will include/ reflect :

    • the costs per each deliverable and the total lumpsum for the whole assignment (in US$) to undertake the terms of reference.
    • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
    • Any other estimated costs: visa, health insurance, and living costs as applicable.
    • Indicate your availability

Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.

At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.

Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouswill require an Employment Authorization Card (EAto be able to work, even if he/she was authorized to work under the visa held prior to switching to G

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants. Consultants are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicabland health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fullyvaccinated status against SARSCoV2 (Covid19) with a World Health Organization (WHendorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
