The Central America Portfolio Management Senior Officer will provide oversight and coordination of project cycle management processes of GGGI Central America programs and projects portfolio (70% of time), and support resource mobilization efforts, including development of funding proposals and engagement with strategic partners (30% of time).
Engagement:
- Support the Central America Representatives in portfolio level risk identification and management.
- Oversee GGGI Central America’s teams use and compliance with project management software (e.g. GO) and Project Cycle Management (PCM) 1-5, from project design to closure, including set-up of new projects in a timely and orderly manner.
- In coordination with Country teams, advance Country Planning Frameworks (CPF), and lead efforts to improve CPF processes as required.
- Delivering other requests relevant to Central America Representative’s Front Office, this could include development of communications’ materials, presentations, drafts, documents and communications in Infohub.
Delivery:
- Increase delivery excellence (e.g. on-time, on-budget delivery and high-quality execution) through driving improvements in GGGI’s Central America portfolio through oversight and coordination of project cycle management process, capacity building of staff, strategic analysis of projects and donor portfolios, learning and replication of best practice across portfolios.
- Maintain good knowledge of GGGI’s Central America (and Latin American) projects and programs to facilitate a regular and concise reporting of progress and issues in country and regional portfolio.
- Lead internal and external portfolio level reporting coordination for Central America’s Country Programs.
- Use strategic judgement, consultation and analysis to recommend improvements to GGGI systems and approaches including playing a leadership role in enhancing the Central America’s portfolio management capacity.
- Support proposal development and delivery of new country, multi-country and regional projects and programs while supporting the overall management of the Central America portfolio.
- Provide quality assurance of proposals, reports, documents and analysis to ensure alignment with GGGI’s processes and standards, member states’ policies and donors’ priorities.
- Oversee Project Cycle Management (PCM) processes of Central America’s country programs and ensure the alignment with GGGI PCM processes and donors’ requirements.
- Monitor overall progress and implementation of Central America’s Portfolio to build common understanding and coordination on project and program activities.
- Monitor and track portfolio level KPIs and work with teams to maintain high quality and transparent data and reporting.
- Proactively identify project and portfolio operational risks and identify strategic mitigation strategies and solutions with teams.
- Conduct quality assurance of strategic processes and documents, including donor reporting, Country Planning Frameworks development, Work Program and Budgets, Operational Budgets and Country Business Plans.
- Support, oversee and ensure on time submission of internal and external reports, aligning with donor regulations and guidelines while reflecting GGGI’s strategic priorities.
- Support, roll out and oversee the implementation of best practices for document and information management, ensuring a culture of sharing, collaboration and capturing lessons learned.
- Contribute to the development and implementation of innovative approaches to maximize performance and sustain achievements in project and partnership development.
- Deliver training and capacity building on a regular basis, both formally and informally, including demand-driven (by request) and systematically planned (through an overarching capacity building plan).
- Maintain an overview of the project pipeline, funding opportunities and partnership options in Central America and facilitate discussions between donors, investors, government, and various stakeholders.
- Support identification of potential traditional and innovative funding sources and potential partners, including the private sector, broadening the donor base over time.
- Support drafting and development of concept notes, project proposals, budgets, legal agreements, including single, regional, and multi-country proposals, strategic partnerships and host country agreements.
- Contribute to other strategic issues concerning the operations of GGGI Central America’s Portfolio.
Qualifications:
- Must be a citizen of El Salvador or hold a working permit.
- Advanced academic degree in the fields of administration, project management, economics, public administration, sustainable finance, environmental management, engineering, business process optimization or any discipline related to the assignment.
- Preferably at least 7 years of relevant experience in project management, planning and proposal development, of which at least 5 in the Central America region.
- Experience in project cycle management, including using online systems and software for project management and reporting.
- Working experience with international development or technical assistance organizations that deliver donor funded projects, consulting firms or business process optimization.
- Strong understanding and ability to execute operational processes that lead to successful project delivery.
- Knowledge and experience of working with government officials and development partners.
- Proven experience in writing proposals for climate and development agencies.
- Experience in design and preparation of sustainable development projects is desirable.
- Strong English communication (speaking, writing and presentation) skills, including publication of written material and ability to produce high-quality visual aids.
- Overall understanding of the concept of green growth and climate change in the context of developing countries.
- Experience in day-to-day engagement with Government ministries / agencies and other stakeholders (private sector, NGOs, communities).
- Experience working for International Organizations would be an asset.
