Assisting 86.7 million people in around 83 countries each year, the World Food Programme (WFP) is the leading humanitarian organization saving lives and changing lives, delivering food assistance in emergencies and working with communities to improve nutrition and build resilience. WFP’s efforts focus on emergency assistance, relief and rehabilitation, development aid and special operations. ORGANIZATIONAL CONTEXT
The WFP Technology Division (TEC) operates all critical IT systems, improving operational efficiency, innovation, and sustainability. TEC aims to effectively enable the implementation of the WFP Strategic Plan through the I&T Strategy. Although the WFP has invested in technology in recent years, we seek to leverage it more efficiently and consistently. TEC is prioritizing its architecture, developing a composable architecture to enable technology configuration, which can respond effectively to different needs across the organization. WFP will strategically position its enterprise architecture to support more applications and to ensure smooth integration in the future.
JOB PURPOSE
To provide analysis, planning, design, implementation, documentation, assessment, and management of the enterprise structural framework to align IT strategy, plans, and systems with the mission, goals, structure, and processes of the organization. To develop, and manage systems that meet current and future business requirements and apply and extend, enhance, or optimize the existing architecture;
The position is based in Rome, HQ and reports to CIO & Director, Technology Division.
KEY ACCOUNTABILITIES (not all-inclusive)
- Embed the architectural blueprints, standards and roadmaps that support the IT strategy;
- Communicate and evangelize architectural direction, vision, goals, and strategy to stakeholders ranging from business leaders to developers;
- Oversee the definition and continuous update of Technology Architecture guidelines, standards, and tools;
- Chair the IT Architectural Board, performing IT architectural assessments, reviews, and recommendations;
- Drive the organization’s Enterprise Architecture, develop baseline and target architectures, identifying new opportunities for technology to enable business change;
- Define product roadmaps, guiding the evolution of solutions in terms of features, technology and integration.
- Support the development and implementation of divisional strategies, policies and plans aligned with departmental, WFP and wider UN strategies, policies and processes to support HQ and field operations to meet the mandate of WFP.
- Initiate and manage change processes within the branch to ensure improved performance and that team remains engaged and motivated during change processes.
- Provide technical expertise, guidance and coaching to senior professional staff under supervision.
- Develop and implement standards, guidance and processes within the branch, ensuring that effective quality control is in place to monitor adherence.
- Maintain relationships and collaborate cross-functionally to align unit activities with wider programmes and activities and ensure a coherent approach that enables efficient delivery.
- Establish monitoring mechanisms to ensure that activities are continually assessed and the findings used to inform activity developments.
- Monitor and oversee accurate and timely reporting that enables informed decision making and consistency of information presented to stakeholders.
- Effectively manage teams and ensure appropriate development and enable high performance.
- Produce comprehensive specialized reports that contribute to the strategic decision making and set time frames.
- Ensure that evaluation, audit and compliance recommendations are efficiently implemented.
- Promote the WFP mandate, mission and objectives.
- Take responsibility for an equitable and inclusive workplace which incorporates all dimensions of the WFP diversity and inclusion framework.
- Act in an assigned emergency response capacity as required to meet emergency situations.

QUALIFICATIONS AND KEY REQUIREMENTS
Education:
- Advanced University degree in Computer Science, Software Engineering, Information Technology or other relevant field, or First University degree with additional relevant experience and/or advanced training/courses.
- Certified Enterprise Architect Professional (CEAP), The Open Group Architecture Framework (TOGAF®)
Experience:
- Eleven years or more (of which four international) of postgraduate progressively responsible experience in a relevant field of work, with a background and interest in international humanitarian development.
Language:
- Fluency (level C) in English language.
- Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or Portuguese (a WFP’s working language)
ESSENTIAL KNOWLEDGE, EXPERIENCE AND SKILLS
- Experience with digital roadmaps and enabling architecture, platforms and solutions to digitally transform an organization;
- Proven experience architecting large digital platforms with modern, open source technologies;
- The ability to apply architectural principles to at the enterprise view to the business solutions view;
- Broad knowledge of diverse humanitarian assistance and development practices with a particular area of technical expertise.
- Ability to manage, coach and motivate diverse teams and deliver effectively through others to achieve results.
- Broad commercial understanding, with the ability to leverage external partnerships to optimize resources for WFP.
- High calibre negotiation and motivational skills, with the ability to influence at senior levels within and beyond the organisation.
- Ability to assimilate and analyze complex issues using independent judgement and anticipate potential strategic impact.
- Ability to create simple messages from complex data sets and present concisely, tailoring messages to the needs of the specific audience.
- Broad understanding of business principals and processes and the ability to quickly assimilate UN/WFP specific processes and systems.
TERMS AND CONDITIONS
This is an International Professional position and is open to all nationalities.
Mobility is and continues to be a core contractual requirement in WFP. This position is however classified as “non-rotational” which means the incumbent shall not be subject to the regular reassignment process unless the position is reclassified as rotational. The selected candidate will be employed on a fixed-term contract with a probationary period of one year. This position is open to both internal and external candidates.
WFP offers an attractive compensation and benefits package in line with ICSC standards including basic salary, post adjustment, relocation entitlement, visa, travel and shipment allowances, 30 days’ annual leave, home leave, an education grant for dependent children, a pension plan, and medical insurance.
The selected candidate will be required to relocate to Rome, Italy to take up this assignment.
