Qualifications

OBJECTIVE OF THE OFFICE/DEPARTMENT

 

This requisition is for employment at the Pan American Health Organization (PAHO)/Regional Office of the World Health Organization (WHO)

 

The Pan American Health Organization (PAHO) Investigations Office is responsible for undertaking independent, objective, and timely investigations into allegations of wrongdoing by people who work for PAHO as well as non-staff who work in a PAHO workplace or third parties performing activities contracted for or financed by PAHO. These investigations are strictly limited to and carried out within the legal and administrative framework of the Organization. The goal of the Investigations Office is to provide Management with a factual basis upon which to make informed decisions regarding alleged misconduct. The Investigations Office contributes to the good governance of PAHO by protecting the integrity and reputation of the Organization.

 

DESCRIPTION OF DUTIES

 

The Chief Investigator is responsible for, but not necessarily limited to, the following assigned duties:

 

I.           Investigations

 

a)   Investigate and determine the merit of allegations of misconduct, including retaliation, harassment, fraud and corruption, by people who work for PAHO or individuals, organizations or companies that have business dealings with PAHO;

 

b)   Provide appropriate oversight of third-party investigators contracted by the Investigations Office;

 

c)    Prepare, on a timely basis, professional and comprehensive reports on all investigations undertaken or coordinated by the Investigations Office;

 

d)   Develop and implement transparent and appropriate procedures for the Investigations Office’s intake and evaluation of complaints and allegations of misconduct;

 

e)   Ensure that all investigations and inquiries are carried out in accordance with the Organization’s Staff Rules, Regulations and policies, including PAHO’s Investigation Protocol;

 

f)    Maintain appropriate mechanisms by which individuals can report potential misconduct to the Organization;

 

g)   Assist in the development and updating of PAHO protocols, guidelines, policies and Standard Operating Procedures relevant to the investigation function;

 

h)   Prepare work plans and establish priorities for the investigation function in the Organization based on the nature of the allegations received and potential risks and consequences for the Organization, in consultation with the Integrity and Conflict Management System Coordinating Committee;

 

II.         Coordination with other PAHO entities

 

i)     Serve as the Chairperson of the Investigation Coordinating Committee (ICC).

 

j)    Serve as secretary to the Asset Protection and Loss Prevention (APLP) Committee; and

 

k)   Serve as a member of PAHO’s Integrity and Conflict Management System (ICMS).

 

III.       Reporting

 

l)     Prepare and issue annually an independent report to PAHO’s Executive Committee specifying the number and general nature of matters handled by the Investigations Office and the outcome of the Office’s activities during the preceding calendar year;

 

m)  Identify and highlight patterns of misconduct and report any significant and recurring trends to the Deputy Director and the Ethics Office;

 

n)   Participate in meetings of peer investigations offices or functions within the UN System and among other like-minded international organizations;

 

IV.        General

 

o)   Develop, define and establish the objectives, strategy, Biennial Work Plan (BWP) and budget of the Investigations Office; ensure the timely monitoring, reporting and evaluation of results and accomplishments for the benefit of the Member States and the Organization;

 

p)   Administer, allocate and monitor the Investigations Office’s financial, logistical and staff resources; prepare, and justify the program and budget proposals;

 

q)   Provide leadership, guidance and mentoring of supervised staff; define the Investigations Office’s personnel component including the organizational structure, competencies and terms of reference. Initiate and recommend approval of personnel actions for all staff assigned to the Investigations Office; guide and monitor staff by setting clear work objectives, using performance reviews and feedback mechanisms, regular communications, and solving interpersonal or technical conflicts. Monitor the competencies of the staff to ensure optimal performance and staff development; manage workloads to ensure equitable distribution of work and to maintain job satisfaction, efficiency and output; and follow up on any deviation of work results from objectives;

 

r)    Perform other related duties, as assigned.

 

REQUIRED QUALIFICATIONS

 

Education:

 

Essential: A bachelor’s degree in a social science and a master’s degree in law enforcement, industrial labor relations or industrial policy, criminal justice, human resources management, law and/or any other field related to the functions of the post, from a recognized university.

Experience:

 

Essential: Thirteen years of combined national and international progressively responsible senior level experience conducting administrative fact-finding investigations in the workplace, preferably in the international arena, with knowledge and experience in current best practices in these areas.

 

Desirable: Experience with forensic investigations, data mining and/or cybersecurity would be an asset.

Technical Expertise:

 

·       Technical: Extensive proven expertise at a senior level in investigative techniques in a corporate or multi-cultural setting. Ability to conduct high-level investigations in a confidential, thorough, sensitive and timely manner. Effective communication, presentation and report writing skills.

 

·       Managerial: Demonstrated ability to provide professional leadership, managerial and analytic work in investigative techniques; resourcefulness, initiative, highly developed judgment and interpersonal skills to deal with difficult situations, sensitive issues, establish and maintain effective working relations with people of different professional levels, discipline, nationalities, and cultural background. Ability to establish and maintain credibility and trust throughout the Organization; ability to work effectively with staff and managers at all levels, with particular emphasis on developing trust and demonstrating fairness and objectivity, display courtesy, tact, sensitivity to manage confidential information.

 

·       Administrative: Skills or experience in business and management principles involved in strategic planning, human resources management, leadership techniques. Courtesy, tact, sensitivity to manage confidential information, and ability to establish and maintain effective working relations with people of different professional levels, discipline, nationalities, and cultural backgrounds.

 

Languages:

 

Very good knowledge of English or Spanish with a working knowledge of the other language Knowledge of French and/or Portuguese would be an asset.

 

IT Skills:

 

Demonstrated ability to effectively use current technology and software, spreadsheets and presentations, as well as Enterprise Resource Planning (ERP) and management information systems. Other IT skills and knowledge of software programs such as Microsoft Excel, Outlook, OneDrive, PowerPoint, Teams, SharePoint, and Word are considered essential.

 

REMUNERATION

 

Annual Salary: (Net of taxes)

 

USD $92,731.00 post adjustment

 

Post Adjustment: 70.2% of the above figure(s).  This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.

 

* Note the following special characteristics of this position: Initial two years renewable period, not to exceed a total of 7 years. Once the seven-year period of service has been completed, the selected candidate may not be re-employed by PAHO for a period of time corresponding to prior service as PAHO Chief Investigator.

PAHO/WHO offers an attractive compensation package including an annual net salary and post adjustment, which reflects the cost of living in a particular duty station and exchange rates (subject to mandatory deductions for pension contributions and health insurance).  Other benefits include: 30 days annual leave, dependency benefits, pension plan and health insurance scheme. Benefits for internationally recruited staff may include home leave, travel and removal expenses on appointment and separation, education grant for dependent children, assignment grant and rental subsidy.
