Org. Setting and Reporting
This position is located in the Investment Capacity Building Branch of the Division on Investment and Enterprise in the United Nations Conference on Trade and Development (UNCTAD). The future incumbent will lead the Investment Promotion Section. The incumbent will report to the Head of the Branch and will receive overall guidance from the Director of the Division.
Responsibilities
Within delegated authority, the Chief of Section will be responsible for the following duties: • Provides policy guidance to the Director of the Branch and of the Division, on conceptual strategy development and management of the implementation of overall strategies and intra and inter-divisional/departmental policies and procedures pertaining to investment promotion and facilitation, and its impact on development. • Plans and oversees the management of activities undertaken by the Section; ensures that substantive work programmes and programmed activities are carried out in a timely fashion, coordinating diverse projects in the Section. • Leads or participates in the identification of new or emerging development issues related to investment promotion and international investment for development, and designs and develops programmes to address them. • Manages, supervises, and carries out the work programme of the Section. Coordinates the work carried out by the Section on investment promotion and international investment for development and provides programmatic and substantive reviews of drafts prepared by others on this subject. • Oversees the implementation of technical assistance projects in the area of investment promotion and facilitation, developing new programmes with training and advisory services, products, and tools, with the view to increase the capacity of member states to retain and attract investment. • Provides substantive input in the preparation of position papers and reports for presentation to intergovernmental bodies such as the Investment, Enterprise and Development Commission, and the Trade and Development Board, as appropriate. • Contributes to the reporting to intergovernmental bodies on programmatic and substantive issues pertaining to investment for development and investment promotion in particular. • Ensures that the outputs produced by the Section maintain high-quality standards and that reports are clear, objective, and based on comprehensive data and solid policy analysis. Ensures that all outputs produced by the Section under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates. • Prepares inputs for the work programme of the Branch and of the Division as required, determining priorities, and allocating resources for the completion of outputs and their timely delivery. • Carries out programmatic/administrative tasks necessary for the functioning of the Section, including preparation of budgets, assigning and monitoring of performance parameters and critical indicators, reporting on budget/programme performance, preparation of inputs for results-based budgeting, evaluation of staff performance (PAS), interviews of candidates for job openings and evaluation of candidates. • Recruits staff for the Section taking due account geographical and gender balance and other institutional values. • Manages, guides, develops, and trains staff under his/her supervision. • Fosters teamwork and communication among staff in the Section and across organizational boundaries. • Represents the Organization at inter-agency meetings, seminars, etc. on substantive-related issues.

Education
An advanced university degree (Master’s degree or equivalent degree) in business or public administration, finance, accounting, law or related area is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of ten years of progressively responsible experience in economic affairs is required. Seven years of experience in international investment for development is required. Experience dealing with investment policies, particularly in investment promotion and facilitation at the international level is desirable. A record of publications on international investment for development is desirable.
Languages
English and French are the working languages of the UN Secretariat. For the position advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of another UN official language is desirable.
Assessment
