Position description

The position is located under the Climate Innovation and Montreal Protocol Division (TCS/CMP) mandated to work in close coordination with other organizational entities within UNIDO, assists Member States in the emergence, deployment, and large-scale up-take of low-carbon and climate-resilient technologies, products and solutions. This will be achieved by promoting a systems innovation approach through accelerating innovation across key levers of change that includes technology, finance, policy, and regulations. In particular, the Division is responsible for the dual mandate of a) accelerating innovation and building climate innovation ecosystems to promote low-carbon and climate-resilient development pathways and b) planning, developing and implementing interventions to facilitate compliance with the Montreal Protocol and, in particular, its Kigali Amendment and to support countries in achieving their Nationally Determined Contributions (NDCs). In addition, the Division is responsible, in close collaboration with other relevant entities of the Organization, for facilitating the transfer of low-carbon and climate-resilient solutions and building markets to ensure their widespread use by industry and local communities, thereby contributing to climate change mitigation, adaptation and building resilience in recipient countries.

The Montreal Protocol Unit (TCS/CMP/MPU) is responsible for the planning, development and implementation of activities in Member States to facilitate compliance with the Montreal Protocol and, in particular, its Kigali Amendment and to support countries to achieve their nationally determined contributions (NDCs). Through capacity building and policy support, the Unit’s services promote manufacturing transformation in refrigeration, air conditioning and insulation technologies, resulting in the reduction and substitution of fluids and chemicals, and ultimately reduction in overall greenhouse gas emissions and promote climate-resilient economies.

The Chief works under the overall guidance of the Deputy to the Director General and Managing Director of Technical Cooperation and Sustainable Industrial Development Directorate, the Chief of the Division of Climate Innovation and Montreal Protocol and in close collaboration with the colleagues to achieve the mandate of the Division.

At the P5 level, the incumbent is expected to deliver (a) work that is integral to UNIDO’s mandate; (b) in creating an enabling environment which is catalytic, gap-building and opportunistic; (c) in building partnerships and networks to strengthen Programmes; and (d) in achieving results within Cross Programme or Inter-Services teams. The measure of success is Programme Competence.

The UNIDO Staff Performance Management System reinforces the collaboration within formal units as well as among cross-functional teams. In this context, the incumbent collaborates with his/her supervisor and colleagues, within as well as outside the unit. Within the formal teams, the incumbent may be expected to backstop other team members as required.

Staff -members are subject to the authority of the Director-General and in this context all staff are expected to serve in any assignment and duty station as determined by the needs of the Organization.

Main Responsibilities

Technical:

• Based on the foresight of current and future demand involving beneficiaries of and stakeholders in industrial development, develop a programme as well as specific service modules to achieve the results expected from the Unit;
• Support governments in fulfilling national commitments under the Montreal Protocol on Substances that deplete the Ozone Layer and it’s amendments, especially the Kigali Amendment, including access to finance, thereby facilitating a just transition towards sustainable and environmentally friendly industrialization;
• Support the Division Chief in acting as focal point in UNIDO for the multilateral agreements on Ozone Layer protection and assist governments in the creation of necessary policy environments and implementation mechanisms in particular in the context of the Montreal Protocol and its Kigali Amendment;
• Oversee and manage all aspects of technical cooperation programmes and interventions, which fall under the auspices and funding of the Multilateral Fund for the Implementation of the Montreal Protocol;
• Manage and monitor relevant activities related to the Montreal Protocol and its Kigali Amendment, including national management plans and their implementation, technology demonstration, institutional strengthening and capacity building;
• Plan and design projects and programmes in the context of the Montreal Protocol and present them to the Multilateral Fund, the Global Environment Facility, Adaptation Fund, Green Climate Fund and other donors, as applicable;
• Organize, participate in and collaborate actively with global fora focusing on the phase-out of ozone-depleting substances (ODS)/Hydrofluorocarbons (HFC), related substitution technologies and measures to reduce greenhouse gas emissions in the relevant sectors and by the related products;
• Explore alternative funding sources and cooperate with other divisions and directorates to introduce new technologies and manufacturing in related areas such as establishing green cold chains and combined cooling/energy hubs for rural community, and seek to develop integrated technical cooperation proposals, where possible.
• Monitor the achievement of results and manage related risks in line with the IRPF indicators and contribute to relevant narratives in and across the Organization;
• Oversee and ensure implementation of recommendations made by oversight bodies and external/internal auditors.

Managerial:

• Collaborate with senior managers in UNIDO, to form a community of interest, serving as active public relations ambassadors, utilizing all means, both traditional and new approaches to continuously improve the resource mobilization capacity, partnerships and commitment to increasing the visibility and relevance of UNIDO.
• Align the work programme of the Unit with the organizational priorities cascaded from the Chief of the Division of Climate Innovation and Montreal Protocol and in this context, formulate, cascade, implement and report on the priorities of the Unit.
• Assign responsibilities to staff under his/her supervision, having a clear overview and monitoring mechanism; ensure that expectations of results and performance are clear; motivate staff under their supervision and hold them accountable.
• Ensure appropriate monitoring of results, performance and completion of related reporting and feedback mechanisms.
• Support the Chief, Division of Climate Innovation and Montreal Protocol in other areas to ensure efficient distribution and coordination of actions; effective linkages; cross-functional teamwork; flow of communication lines and management information among different spans of controls.
• Support the Chief, Division of Climate Innovation and Montreal Protocol on other special projects and assignments that may be assigned from time to time.

Minimum Organizational Requirements

Education:

• Advanced university level degree (Master’s or equivalent) in Engineering, Economics, Environmental Management, Business Management, Natural Science or another field relevant to UNIDO’s mandate, is required. Specialization in refrigeration and air conditioning technologies is desirable.

Experience:

• A minimum of ten (10) years of relevant professional experience, including some at the international level, involving technical cooperation in developing countries is required.
• Experience in all phases of the Project Cycle and exposure to the needs, conditions and problems in developing countries is required.
• Experience evaluating the needs, conditions and problems in developing countries is desirable.
• Experience in designing, developing, implementation of projects in the context of the Montreal, and its Kigali Amendment is required.
• Experience with designing, developing and operations of industrial refrigeration and air-conditioning systems is desirable.

Languages:

• Fluency in written and spoken English is required. Fluency in or working knowledge of French or Spanish, or of another United Nations language, is desirable.
