ORGANIZATIONAL CONTEXT

The position is based in Headquarters and reports to the Director, Staff Wellness Division (WEL).

THE ROLE

The Chief Health Insurance will ensure the efficient, strategic, value-based and cost-effective delivery of medical, life and disability insurance services and will safeguard the long-term sustainability of WFP’s health insurance plans.

Under the direct supervision of the Director of the Staff Wellness Division, the incumbent will provide leadership, direction and supervision to the Health Insurance Unit and will be a part of the Staff Wellness Division’s leadership team.
Under the superintendence of the Health Insurance Board and of the MIDD Governing Board, the Chief Health Insurance is responsible for designing and implementing health insurance policies applicable to different contractual categories in compliance with HR regulations, and for managing the delivery of insurance services by external contractors. This includes ensuring adequate benefits/coverage, affordable contribution rates, effective operational procedures, and high-quality customer service.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Oversee the short and long-term management of self-insured and fully insured corporate benefits plans providing medical insurance and death and disability protection to WFP’s global workforce. Assess insurance consumption trends and requirements across the global WFP and all employee categories, identifying and mitigating risks and providing senior management with strategic foresight and projected cost patterns for anticipated operational scenarios as well as developing and negotiating new insurance options, products and suppliers to better meet long-term needs.
  • Lead the proactive, client-oriented and effective delivery of services and insurance solutions to WFP employees, hold accountability for the effective performance of the Health Insurance Unit and its contribution to over-all employee wellness and duty of care, and provide guidance, expertise and mentoring to staff under supervision. Act as a role model of the values, principles and standards of WFP, actively contributing to creating an enabling work environment through respectful and constructive communication and holding self and other team members accountable for their actions.
  • Safeguard the financial integrity of insurance plans and related Insurance Special Account, monitor cashflows, anticipate funding requirements, and oversee robust and transparent financial reporting and projection to ensure that adequate reserves are maintained in order to meet financial commitments towards contractors and participants.
  • Lead the design and implementation of policy and operational solutions aimed at adaptability of health insurance benefits to address the highest causes of death, injury and health hazards to WFP staff, while maximizing cost-effectiveness and maintenance of adequate risk mitigation mechanisms. In collaboration with various internal stakeholders, design innovative policies and lead them through the necessary internal approval and roll-out process. Develop and implement business solutions that would analyze and measure unique risk conditions to enable adoption of suitable insurance mitigation options.
  • Establish and maintain collaborative partnerships with vendors and external partners, represent WFP in managing negotiations of contractual obligations for the provision of health insurance-related services, develop and implement performance standards and corporate processes, ensuring effective quality control to monitor adherence to KPIs. Ensure that value-for-money services are provided by contracted insurance providers and perform regular reviews of benefits in alignment with WFP’s strategic vision of global staff wellness.
  • Perform Secretariat functions to the Health Insurance Board and the MIDD Governing Board, formulate recommendations, influence UN policy dialogue to optimize WFP requirements, and enable informed decision making by bringing to the attention of the Boards any matter requiring consultation, guidance, or approval.
  • Advance WFP positions in interagency dialogues on insurance related policy matters. When effective and in WFP’s best interest, foster interagency collaboration and harmonization of policies and procedures.
  • Provide guidance to employees, managers and the organization at large on health insurance matters with an aim of improving the wellbeing and engagement of WFP’s global workforce.
  • Monitor, keep abreast of industry trends and best practices, anticipating significant new opportunities and risks impacting WFP. Ensure close collaboration with the Human Resources Division, Corporate Finance Division, Country Offices and other corporate functions to operationalize initiatives concerning staff wellbeing.
  • Regularly assess staff utilization, needs and service delivery quality of providers seeking new policy plan adjustments. Establish locally-tailored solutions and insurance reimbursement procedures in the field allowing WFP to minimize its financial exposure.
  • Support the Division Director in the efficient planning, management and accounting of resources allocated to the delivery of integrated wellness initiatives (e.g. administering the SAWP Staff Wellness Programme Special Account, managing funds for the inter-agency Medical Network coordination TPA, ensuring the successful recovery of insurance reimbursements for WFP-administered vaccination campaign costs and WFP-managed health clinics, act as Divisional Budget focal point).
  • Accountable for an equitable and inclusive workplace which incorporates all dimensions of the WFP diversity and inclusion framework.

QUALIFICATIONS & KEY REQUIREMENTS

Education:

  • Advanced University degree in Public or Business Administration, Economics, Statistics, Finance, Human Resource Management or other relevant field, or First University degree with additional years of experience.

Experience:

  • At least 11 years of postgraduate progressively responsible experience in a relevant field of work such as Human Resources Management or Finance, with a minimum of five years in the field of health insurance.

Language:

  • Fluency (level C) in English language is required.
  • Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.

MORE ABOUT YOU

  • Thorough understanding of WFP’s employee compensation, health insurance and social security frameworks; knowledge of or familiarity with the health insurance framework and best practices of other UN organizations.
  • Ability to design, develop, manage and implement policies, performance standards and operational procedures related to employee benefits.
  • Ability to provide strategic recommendations on employee benefits to provide cost-effective, quality and timely services to WFP employees and to the Programme.
  • Strong analytical and quantitative skills, and ability to plan, monitor and manage financial resources to maximise effectiveness.

TERMS AND CONDITIONS

This is an International Professional position and is open to all nationalities.

Mobility is and continues to be a core contractual requirement in WFP. This position is however classified as “non-rotational” which means the incumbent shall not be subject to the regular reassignment process unless the position is reclassified as rotational. The selected candidate will be employed on a fixed-term contract with a probationary period of one year. This position is open to both internal and external candidates.

WFP offers an attractive compensation and benefits package in line with ICSC standards including basic salary, post adjustment, relocation entitlement, visa, travel and shipment allowances, 30 days’ annual leave, home leave, an education grant for dependent children, a pension plan, and medical insurance.

The selected candidate will be required to relocate to Rome, Italy to take up this assignment.
