Position and project Summary
Kaizen is seeking a Chief of Party (COP) for the anticipated United States Agency for International Development (USAID) Cambodia Localization Support Activity. To support USAID/Cambodia efforts to ensure that local actors are leading Cambodia’s development. Primary services under the prospective activity will cover the three categories: support for Mission staff to improve local partnership; monitoring, evaluation and learning; and capacity strengthening for local actors. These services will assist the Mission in contributing to the Agency’s localization agenda and indicators. These efforts align with the goal of USAID/Cambodia’s 2020-2025 Country Development Cooperation Strategy (CDCS): “Cambodia becomes a more open, prosperous, resilient, and inclusive partner in the Indo-Pacific region.” The COP will be responsible for the technical leadership and administrative oversight of the project and will serve as the principal institutional liaison to USAID.
Duties and Responsibilities:
- Overall responsibility for assuring that all assistance provided under the contract is technically sound and appropriate to meet the project objectives
- Drives the achievement of program results by ensuring the provision of timely, relevant, high-quality services
- Serve as the primary point of contact with USAID on day-to-day activity technical implementation and program management
- Identify issues and risks related to activity implementation and suggest appropriate adjustments
- Manage effective monitoring, evaluation, and reporting of program activities
- Lead work planning and oversee all project management systems including finance and administration, human resources
- Ensure the USAID compliance and integrity of program operations
- Supervise senior staff including hiring, mentoring local staff, and consultant engagement
- Establish good working relationships with government, institutions, private sector stakeholders, and research institutes.

Qualifications:
- Master’s degree in management, international development, or related field
- At least 10 years of relevant professional experience in capacity strengthening and/or capacity building of local organizations, organizational development, or localization in South Asia (in the context of USAID project preferred)
- Previous senior leadership experience on a USAID-funded project as either a COP, Deputy Chief of Party, or Team Leader, including programmatic, operational, and financial oversight
- Demonstrated knowledge of USG regulations and administrative procedures;
- Demonstrated management and supervisory experience of a relevant scope and scale;
- Experience of collaborating with diverse stakeholders to identify and implement against shared goals, such as government agencies, national entities, local partners, project beneficiaries and donor organizations.
- Specialized expertise in one or more areas of focus of the project – capacity strengthening and/or capacity building of local organizations, change management, or localization
- Experience working in conflict/fragile environments
- Experience working in Cambodia preferred, Southeast Asia work experience required
- Must live or be willing to live and travel within Cambodia;
