The Alliance for Combating TB in Bangladesh activity is working to establish a dynamic, strategic, and fresh approach to accelerate Bangladesh’s fight against TB. The solutions will be aimed at creating an environment aligned with the universal health coverage (UHC) vision and focused on defined priority areas – increased TB detection, decentralized DR-TB management, improving detection and management of child TB, expanded prevention, and others.

The Chief of Party (CoP), reporting to the Head, Programme for Emerging Infections (PEI) is a seasoned and strategic executive with an international reputation for excellence in the public health programs. The position will be responsible for overall leadership management, and technical direction of the entire program, ensuring an integrated vision among different components and actors, and a focus on achieving the results defined in the cooperative agreement. The CoP will represent the project on behalf of icddr,b and serve as one of the key institutional liaisons to USAID. S/he will be the ultimate accountable person for ensuring quality project performance as well as compliance with award conditions, organizational policies and procedures, and acceptable standards. S/he will be expected to identify issues and risks related to program implementation in a timely manner, and suggest appropriate program adjustments. The CoP position requires political savviness, as s/he will interact with numerous institutions and senior-level national and sub-national level government officials. The CoP will have demonstrated ability to work in complex environments and manage diverse teams to deliver impact within agreed timelines. S/he will also–

  • provide visionary and strategic leadership to the project team and key partners;
  • be responsible for technical leadership and administrative oversight of the program;
  • lead efforts to document lessons, showcase successes and ensure appropriate branding/visibility of the project and icddr,b;
  • build consensus, resolves conflict and promote a collegial environment;
  • make decisions relating to the leadership and management of the team, decisions will range from planning to day-to-day line management to ensure the team is working towards the project’s strategic focus and impact with each individual satisfactorily contributing;
  • oversee project budget, monitor expenditure, and evaluate impact as well as monitor Service Level Agreements and contracts with resource organizations;
  • promote a culture of evidence-based decision-making, timely feedback and remedial actions for program improvements and strategic resource allocation/use, based on regular analysis of granular information pertaining to finances and M&E data;
  • identify and mitigate risks related to program management and operations in a timely manner and suggest appropriate program adjustments;
  • maintain and proactively build relationship with USAID and other relevant external stakeholders including government and project partner;
  • create and leverage professional networks to partner with national/global institutions for collaborative working;
  • provide technical and strategic assistance to the Governments and other counterparts and stakeholders;
  • responsible for overall planning, implementation and management of the project activities and staff, including coordination and management of partners;
  • supervise activity implementation and ensure that stated goals and reporting requirements are met;

report to the Head, PEI and equally maintain direct and close liaison with various icddr,b teams including the division support unit, grants and compliance, finance, internal audit, communications, HR, FMS, Research Administration and legal counsel.

Required qualification and experience:

  • Graduation in medical education including a post-graduate degree in health-related subjects. 
  • 12 years’ state-of-the-art experience at senior management level in donor-funded projects, including for TB. Preference will be given to the candidates with working experience in USAID-funded projects. The potential candidate is expected to have experience in clinical and programmatic management of TB and DR-TB, specialization in the development of policies and strategies, program design and management, monitoring and evaluation, coordination and networking, staff management and technical assistance.
  • Demonstrated experience and skills in partnership building, especially with the Govt, donors, private sector, NGO and local community organizations.
  • Experience in program management and administration, financial management, award compliance and sub award management, and tracking activity performance and costs.
