Chief of Party

Chemonics International seeks a Chief of Party for the anticipated USAID-funded DRC/CAR Resilient Communities and Sustainable Livelihoods in the Mbomou-Uele Region. The DRC/CAR Resilient Communities and Sustainable Livelihoods Activity aims to mitigate inter-communal conflict; building communities’ resilience in the face of persistent insecurity and economic hardship; and strengthening community engagement and development. The activity will also address the threats and drivers to biodiversity conservation to promote a foundation for peace, stability, and development in the Mbomou Uele region.

The Chief of Party will oversee project implementation, providing overall leadership, management, and technical direction to achieve project objectives. The Chief of Party will also serve as the key liaison between USAID, governmental counterparts, civil society organizations, and other public and private sector stakeholders. Responsibilities:

  • Provides overall leadership, technical oversight, quality control, management, and thought leadership to the program.
  • ​Oversees program implementation; collaborates with USAID, national and regional government actors, and stakeholders — including program partners, public and private sector organizations, service providers, and beneficiaries — to address program objectives.
  • ​Supports and supervises staff, consultants, and partners involved in the design, implementation, and monitoring and evaluation of this program.
  • ​Coordinates with Chemonics-Washington and USAID counterparts to ensure program compliance with USAID regulations and requirements.
  • ​Fosters and maintains strong relationships with USAID and other donors, government officials, and other stakeholders**.**
  • ​Ensures quality control and responsiveness of technical assistance to the changing context; leads the program through programmatic shifts**.**
  • Makes key decisions and solves problems in short timeframes while ensuring operational and programmatic integrity**.**
  • Produces effective written reports and oral presentations on the program, including preparing periodic reports, updating on developmental challenges facing the program, and articulating the program’s success in meeting deliverables​.
  • Supervises senior staff; inculcates a strong team ethos and commitment to excellence.

Qualifications:

  • A minimum of 10 years of relevant work experience in peacebuilding, social cohesion, economic policy, gender-based violence (GBV), gender equality and social inclusion (GESI) and/or conservation in developing countries. At least five years of this experience shall include managing field operations.
  • At least 7 years of project management experience on donor-funded projects in Central African countries.
  • Advanced degree in international development, economic development, conflict resolution, peace building or another relevant field.
  • Minimum of two years of project leadership experience as Chief of Party, Country Director, or an equivalent role.
  • Experience in stabilization, transitions, or post-conflict environments particularly with program and project management in these environments is highly desired.
  • Experience with job creation, economic development and/or vocational training highly desired.
  • Experience providing leadership and management to a dispersed, diverse, staff of technical and operational experts in an unstable, conflict-affected environment.
  • Experienced across multiple offices preferred.
  • Financial management experience, including budgeting; financial management (tracking, reporting, and accounting); and procurement.
  • Fluency in written and spoken English and French, knowledge of local language preferred.
  • Position likely based in Kinshasa or Bangui.
