Chemonics seeks a Chief of Party (COP) for the USAID Senegal Water Resources (WRM) Activity. Senegal WRM is in its second year of implementation. The four-year, $12 million project aims to support improved water resources management by bringing together multiple uses and users of water, supporting sustainable and inclusive land and water management systems that conserve ecosystem services and functions, while promoting viable livelihoods and more equitable access to water. The COP will be based in Dakar, Senegal. The COP will provide expertise, technical direction and guidance and be responsible for the successful performance of the overall Activity.
Responsibilities include:
- Provides strategic leadership and adaptive management on programmatic requirements of the contract, ensuring that quarterly key performance indicators, objectives, and deliverables for the activity are met
- Ensures compliance with all terms of the activity contract and relevant policies and regulations of the Government of Senegal, USAID, and Chemonics
- Serves as the primary representative for Chemonics and the WRM Activity, liaising with USAID and Government of Senegal officials
- Prepares strategic plans, annual work plans, and activity workstreams in collaboration with the WRM team and USAID, ensuring alignment with government of Senegal priorities and maximizing coordination with relevant USAID EG4ALL and WASH-II activities and other donor-funded activities
- Engages with private sector entities, development organizations, and key stakeholders to forge alliances and partnerships, and to leverage resources that enhance activity reach and impact
- Ensures the WRM team, including long- and short-term personnel and subcontractors, effectively meets the activity’s goals and objectives on schedule while remaining within the budget ceiling
- Provides leadership and support to the technical team in WRM and related sectors of sustainable NRM, agriculture, economic growth, and WASH
- Ensures technical coordination and integration between program components to maximize impact
- Works with the evidence and learning specialist and objective leads to continually review progress and adjust approaches and activities as required
- Works with the Chemonics-Washington program management unit to ensure that the activity has the required resources and access to support services including from environmental compliance, office of business conduct, finance, and environment, water, and agriculture technical practices
- Works with the project DCOP to ensure seamless and effective transition of institutional knowledge and best practices.
Qualifications:
- A bachelor’s degree in relevant field such as water resources management, rural and agricultural development, hydrology and irrigation, environmental sciences, and international development
- Minimum 15 years of relevant professional experience that showcases increasing managerial responsibility
- Minimum 7 years of experience leading large and complex technical assistance programs
- Previous experience working on water resource management, economic growth, and/or agricultural development in West Africa and/or Senegal
- Experience managing complex contracts and agreements, USAID operating procedures, regulations, and reporting requirements is required
- Excellent interpersonal skills and ability to cultivate and maintain internal and external relationships with stakeholders, partners, and staff
- Strong verbal and written communication skills with the ability to contribute to, review, edit and draft project reports and technical deliverables
- Financial management skills, including budgeting and budget management
- Demonstrated leadership, versatility, and integrity
- Fluent in written and spoken English and French
