Chemonics seeks a Chief of Party for the 5-year, $20-25 million Egypt Water Resilience Activity. The overall purpose of this Activity will aim to support the Government of Egypt to transform its water and wastewater sector to be climate ready and resilient while ensuring sustainable and quality service delivery. Specifically, this activity seeks to increase the resilience of Egypt’s water and wastewater sector by: 1) improving evidence-based policymaking for water and wastewater utility resilience; 2) improving implementation of adaptation strategies at selected governorates; and 3) increasing awareness of the impact of climate change on the wastewater sector and resilience approaches in selected communities.

The Chief of Party will supervise all activities and have overall responsibility for the successful performance of the technical assistance team. The Chief of Party will provide strategic leadership and bear primary responsibility for all technical and administrative requirements of the contract, ensuring that key performance indicators, objectives, and deliverables are met. They will be responsible for ensuring adherence to USAID regulations, the contract, and Chemonics policies. We anticipate the Chief of Party position will be based in Cairo, Egypt. Key Responsibilities:

  • Provide overall vision, leadership, management, and technical direction for the Activity, ensuring an integrated technical vision and overall technical approach to achieve all expected results for improved water resilience performance in the target areas.
  • Design and execute program activities to ensure high quality standards of technical assistance and ensure adequate communications with USAID and identifying and mitigating program risks
  • Serve as principal liaison for the Task Order (TO) with USAID, responsible for conforming TO activities to the USAID/Egypt Mission Strategy and serve as the TO representative in any anticipated public and private meetings in Egypt.
  • Manage productive working relations with relevant government counterparts and entities, holding companies any other regulatory entities in Egypt.
  • Maintain effective coordination with other donors and international organizations’ activities and programs in the sector.
  • Supervise technical and administrative project staff, consultants, and partner organizations to achieve expected results. Ensure compliance with USAID, USG, and Egyptian laws, regulations, policies, and procedures.

Qualifications:

  • Bachelor’s degree (master’s degree preferred) in engineering, water resources management, international development, or related field to the overall scope or an equivalent combination of education and work experience in a related field
  • Minimum of 15 years of relevant professional experience in engineering, water resilience, water resource management, climate mitigation, or other related fields
  • Minimum of 10 years of senior-level project management experience for projects of similar complexity, scope and budget, including concurrently overseeing multiple water and sewerage utility reform efforts, or institutional strengthening programs within the water sector
  • Minimum of five (5) years of experience in successful management and leadership of engineering programs, including positions of significant responsibility for staffing and budgeting
  • Minimum of five (5) years of experience working in a development context required, experience working in Egypt (or MENA region) strongly preferred
  • Strong communication, presentation and coordination capabilities to help convey activity progress to technical and non-technical stakeholders
  • Experience overseeing USAID and/or donor grants and subcontracts management
  • Proven ability to build, foster, and lead a productive and efficient local team, including the ability to mentor and build capacity of local staff
  • Oral and written fluency in English required; Arabic proficiency preferred
