Chief of Party

Chemonics International, a leading international development organization based in Washington, D.C., seeks a Chief of Party for the anticipated U.S. Agency for International Development (USAID)-funded Mali Protective Education for Girls Activity. The purpose of the Protective Education for Girls in Mali Activity is to increase primary school entry, retention and completion, particularly for girls and learners who have been marginalized due to exposure and/or engagement in the mining industry, with improved foundational skills and social emotional competencies, even in the face of violence, exploitation and abuse. This position will be based in Mali.

Responsibilities include:

  • Provides overall leadership, technical oversight, quality control, management, and thought leadership to the Protective Education for Girls
  • Oversees all aspects of program implementation and supervises staff, consultants, and partners involved in the design, implementation, and monitoring and evaluation of the program.
  • Develops and maintains strong relationships with USAID, government actors, community leaders, local organizations, and other stakeholders.
  • Provides technical guidance and support on increasing primary school entry, retention, and completion for girls and young women in Mali.
  • Coordinates with Chemonics-Washington and USAID counterparts to ensure program compliance with USAID regulations and requirements.
  • Identify and mitigate risks to program implementation, ensuring staff safety and effective delivery of activities.
  • Provides overall leadership management, general technical direction, and an integrated vision among diverse stakeholders**.**
  • Produces effective written reports and oral presentations on the program, including preparing periodic reports, updating on developmental challenges facing the program, and articulating the program’s success in meeting deliverables​.
  • Represents Chemonics International and the Protective Education for Girls Activity in relevant meetings, conferences, and events.
  • Supervises senior staff; inculcates a strong team ethos and commitment to excellence.

Qualifications:

  • Master’s degree (or foreign equivalent) in education or a directly related field required; Ph.D. or Ed.D. preferred
  • At least 10 years of experience managing and implementing education programs required, with a focus on gender equity and girls’ education preferred.
  • Demonstrated expertise in relevant technical areas and strong understanding of managing large-scale education initiatives particularly in developing countries, with a preference for experience in Mali or similar contexts.
  • Experience managing donor-funded activities which provide social emotional learning and well-being support for teachers and students, and household economic strengthening and conditional cash transfers preferred
  • In-depth knowledge of education systems, policies, and practices related to primary education, retention, and accelerated learning programs.
  • Minimum of 5 years of project leadership experience as Chief of Party, Country Director, or an equivalent role.
  • Track record of achieving results and delivering high-quality program outcomes
  • Experience providing leadership and management to a dispersed, diverse, staff of technical and operational experts in an unstable, conflict-affected environment.
  • Demonstrated commitment to diversity and inclusion and upholding the highest standards of ethical behavior.
  • Fluency in French and proficiency in English required, knowledge of a Malian local language preferred.
