CNFA is currently seeking Chief of Party (COP) candidates for the upcoming USAID-funded Adaptive Agriculture Project based in Uzbekistan. This Project will work to increase the agricultural resilience of Uzbekistan’s farmers through improving their ability to adapt to climate change and reducing water usage in the agriculture sector, while increasing the private sector’s participation in Uzbek agriculture activities. AAP will focus on interventions in the horticulture and/or livestock sub-sectors and work directly with the private sector to increase access to and availability of adaptive agriculture (AA) products and services.
Duties and Responsibilities:
Provide overall project leadership, management, quality control, and technical direction, while ensuring compliance with donor requirements and regulations (e.g. USAID, USDA, and others), and CNFA policies and procedures;
Build an integrated vision among diverse project components and stakeholders, with a focus on achieving results;
Identify obstacles and risks related to implementation in a timely manner and suggest appropriate adjustments to the home office and donor;
Liaise with the USAID mission (and other donors as applicable) on behalf of the program;
Leverage networks, program investments, and project successes to seek opportunities for program expansion and promoting CNFA practice areas;
Manage and supervise the work of project personnel, subcontractors, and grantees, with a focus on achieving work plan targets and core results in a timely manner;
Provide mentoring and professional development support to project staff, with emphasis on building capacity of national staff;
Oversee field office finances and administration of sub-contracts and sub-awards;
Oversee field office HR practices, ensuring hiring, employee evaluations and promotions are in compliance with CNFA policies and procedures;
Ensure that all project assistance is technically sound and appropriate;
Participate in specialized content (technical) events such as workshops and roundtables, support knowledge management, and share learning across key networks;
Coordinate activities between the field office and CNFA headquarters;
Other duties as assigned.
Key Qualifications:
Master’s degree in a field related to agriculture, economics, or business administration from an accredited college or university;
Minimum of ten (10) years of international experience in agricultural development, successfully achieving meaningful and sustainable results;
Previous experience as a Chief of Party supporting USG-funded agriculture value chain development, private sector engagement, and other agribusiness programs is preferred;
Experience in working with counterparts at various levels of government, as well as with non-government organizations (including private sector associations/organizations) in managing international development assistance activities;
In-depth knowledge of USAID policies and regulations;
Excellent interpersonal skills and demonstrated ability to lead large teams and work effectively and collaboratively in team environments;
Fluent in English is required and Russian fluency preferred, additionally fluency in Uzbek is preferred.
