Overview

The Chief of Party (COP) will provide vision, leadership and direction to ensure the strategic, programmatic, technical, and financial integrity for an upcoming USAID-funded health project in Madagascar.  The project will operate over a 5-year period.

The COP will have the overall responsibility for leadership, management, and reporting of project activities. The COP will be responsible for making key decisions and ensuring that the program produces the results specified in the annual workplans, to the required standard of quality and within the specified constraints of time and cost.  The COP will serve as the project’s main point of contact with USAID on routine and strategic matters, and the key liaison between USAID and other program implementation stakeholders. The COP will also ensure effective organizational representation, management and communication with USAID, the Government of Madagascar, and other key donors and stakeholders.   

This position is contingent upon award from USAID. Nationals from Madagascar are strongly encouraged to apply.

Responsibilities

  • Provide leadership and strategic direction to ensure programmatic and financial integrity of the project and to achieve rapid and sustained goals, objectives and targets
  • Ensure the project is technically sound, evidence-based and responsive to the needs of countries, its people and donors
  • Ensure compliance with the terms of the award
  • Develop and maintain strong working relationships with USAID, Ministry of Public Health (MOPH) as well as private sector partners and other key stakeholders to maximize resources and avoid duplication of effort
  • Represent Jhpiego and the project’s progress, achievements and lessons learned to donors, other key stakeholders, and through meetings, conferences, and presentations
  • Provide technical leadership and ensure the quality and sustainability of interventions
  • Collaborate with project team to build capacity in the health services provision in infant and child health, maternal health, FP, and Sexual and reproductive health, nutrition, vaccination, and
  • Lead the work planning process in close collaboration with USAID, MOPH, key stakeholders, and the project team
  • Oversee the quality, preparation, and timely submission of project reports to donor
  • Mentor, support, supervise and manage a team of highly qualified staff and align their efforts to ensure rapid and sustainable results
  • Provide guidance, in collaboration with staff, to subcontractors and sub-grantees
  • Write and/or review project materials and publications
  • Work with finance and project staff to develop and track project budgets
  • Work with Monitoring and Evaluation (M&E) staff to develop M&E frameworks and effectively track data/results

Required Qualifications

  • A Master’s degree: MPH, business or public administration, or other related field is required;
  • 10 years of progressive experience managing large-scale public health or development projects, with some planning experience in resource-limited settings, including demonstrated financial and human resource management experience;
  • Recognized experience in health systems strengthening, community health, and/or health service delivery;
  • Previous experience working in Madagascar with intimate understanding of local health system and gaps and opportunities in health systems strengthening;
  • Demonstrated management and supervisory capability in leading projects of similar scope, including financial and human resource management skills;
  • Working knowledge of and experience with USG funded activity management, policies and procedures including internal management control;
  • Have demonstrated experience interacting with high-level stakeholders across sectors and host country government officials;
  • Direct USAID experience
  • Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with USAID, host-country counterparts and representatives from other key stakeholders such as NGOs and CSOs
  • Ability to successfully recruit, train, develop, and manage staff
  • Proven track record monitoring budgets and expenses to stay within obligations.
  • Full professional proficiency in English and French.
  • Excellent verbal, written interpersonal and presentation skills in English and French
  • Ability to travel nationally and internationally

Preferred Qualifications

  • Have at least 15 years of progressive experience managing large-scale public health or development projects, with some planning experience in resource-limited settings, including demonstrated financial and human resource management experience;
