PSI’s involvement in Cameroon dates to 1996; with the vision of grounding local social marketing interventions while benefiting from global best practices, PSI established Association Camerounaise pour le Marketing Social (ACMS). Until October 31, 2023, PSI and ACMS were consolidated entities jointly implementing projects in health areas such as sexual and reproductive health, HIV and Hepatitis C prevention, malaria control, and epidemic response. PSI, registered as a branch office in Cameroon since 2012, renewed its incorporation in August 2023 and will continue to implement consumer-centered healthcare initiatives, either independently or in collaboration with ACMS. PSI is looking for a Chief of Party (COP) who will support the implementation of the Access to Reproductive Health Services Program PASSR, which is funded by KfW. The Program aims to reduce maternal mortality, aiming to increase the use of better-quality services for reproductive health to improve the contraceptive prevalence rate.

The Chief of Party (COP) will lead the PASSR project implementation in close collaboration with implementing partners including Agence Camerounaise pour le Marketing Social (ACMS). The role will be accountable for delivery of all aspects of the program, including technical implementation, financial and administrative compliance, oversight, and supervision of project staff. Additionally, the COP will oversee ACMS PASSR program’s team to ensure that implementation is provided with a high standard of excellence, achieving its set goals and targets and within budget. The COP will provide high level technical thought leadership and has the managerial capacity to strategically manage risk, monitor finances, and ensure each phase of work is started or completed on time. The COP will also be responsible for using evidence to improve project design and implementation. As the leader of a Cameroon project, the COP will liaise with national stakeholders, such as Ministry of Health officials. The role will be a primary point of contact for the project donor and assures the strategic alignment of the project with PSI Global Strategy.

Salary Range:

$102,000 (MINIMUM) – $127,000 (MID-POINT) – $152,000 (MAXIMUM)

The annual base salary range reflected above is in USD. * We value transparency and have provided the full salary range for this role. Actual base salary compensation may vary and will be determined by factors such as a candidate’s qualifications, experience, internal equity, external market analysis, and other business factors permitted by law. Hiring above the mid-point of the range would not be typical to allow for potential future salary growth. *Candidates approved to receive expatriate packages will receive the appropriate compensation and allowance package. For candidates approved to be hired directly through the local PSI office, pay and benefits will be commensurate with the role and practices of the local office, including payment in local currency.

Responsibilities

Your contributions

  • Program Leadership & Management, including financial oversight, compliance, and management of a consortium of partners (if applicable). 35% of TimeWork closely with the ACMS PASSR’s Chief of Party and his team on all technical aspects of this program.
  • Operationally, will work with the various ACMS Department Heads and teams to support the different tasks: provide technical assistance to the development and implementation of the PASSR interventions; assist the overall administrative, technical, and financial management of the program; assist procurement and contract related tasks; guide research, M&E as well as assess needs assessments for additional technical assistance.
  • People Management 15% of Time
  • * Thought Leadership/Knowledge Management and Technical Leadership on the project (unless the project has a Technical Director). 15% of Time
  • * External Representation. 10% of Time
  • * Internal Representation and coordination. 10% of Time
  • * Fundraising (with non-project funds). 5% of Time

  • Qualifications

What are we looking for?

  • Master’s Degree (or international equivalent) MSc, MPH, MBA, MHA, MPA or equivalent.
  • * At least 10 years related work experience in public health or related field. An equivalent combination of relevant education and experience may be substituted.
  • * At least 5 years supervisory experience.
  • * At least 7 years program management for global health projects in low or middle-income countries (LMICs) preferred.
  • * At least 5 years in the relevant technical field of the project preferred.
  • * At least 3 years living and working in LMICs preferred.
  • * Proven success in management of complex operations, under specific donor awards and procedures, in a challenging, developing country environment.
  • * Ability to manage agreements and all required programmatic and financial reporting requirements, including sub-grants management.
  • * Ability to monitor and assess performance of self, other individuals, and / or organizations to make improvements or take corrective action.
  • * Demonstrated strategic thinking and planning skills, with emphasis on the ability to operationalize and oversee the execution of workplans.
  • * Strong leadership skills, with a demonstrated ability to collaborate and work across teams and roles. Ability to persuade and motivate people and teams.
  • * Experience developing capacity of government entities, staff, and other organizations.
  • * Demonstrated experience in managing government and donor relations.
  • * Ability to work effectively and sensitively in a cross-cultural context.
  • * Strong written and oral communication skills in both French and English.
  • * Excellent diplomatic skills and proven ability to work effectively with government officials, partners, donors, and stakeholders at high levels.
