Position description

The Chief of Party will be responsible for establishing and maintaining strategic partnerships with key stakeholders at the national and state level and managing and coordinating all project-related activities to achieve sustainable results. They will have skills and extensive experience in adaptive leadership, management, strategic planning and working in high conflict environments. They will also possess high quality technical expertise in HIV prevention among high risk and key populations, and care and treatment for PLHIV, including children and experience managing PEPFAR funded projects.

MAIN RESPONSIBILITIES

  • Provide overall leadership, management, administration, and coordination of the implementation of project activities.
  • Serve as the principal liaison for the project with USAID and the government of South Sudan, as well as with other key stakeholders, including civil society, the private sector, universities, regulatory bodies, and health associations, and establish and maintain effective relationships with all key stakeholders.
  • Work with other USAID/PEPFAR implementing partners to support the delivery of integrated health services at the facility and community level, and health system strengthening efforts to ensure comprehensive support for HIV service delivery.
  • Identify pathways to scaling up HIV prevention, care and treatment and capitalize on opportunities through synergies and partnerships with key national actors.
  • Proactively identify challenges and constraints in program implementation and develop a plan to address these challenges and mitigate risks.
  • Ensure data driven program performance to achieve targets and that data is used to course correct when there are performance gaps.
  • Ensure the capacity building of local partners in HIV prevention, care and treatment services and organizational strengthening to manage USAID-funded programs.
  • Ensure program compliance with contractual requirements and IntraHealth standards, particularly quality deliverables (narrative and financial reports) and ensuring that the project delivers on time and within budget.
  • Establish and maintain effective and collaborative communication with stakeholders from the Ministry of Health, USAID, IntraHealth headquarters support team, and collaborators.
  • Lead and support a dynamic program team capable of continuously achieving program objectives, learning and innovating, and adapting to changing contexts.
  • Oversee the process of documenting and sharing knowledge and best practices both internally with the program team and externally with the public and partners.
  • Take overall responsibility for workplace safety in South Sudan, lead security risk assessments, security planning, and implementation of security plans and best practices, and coordinate IntraHealth’s response to security incidents.
  • Create, promote, and maintain a safe and equitable work environment for all staff, including a work culture free from harassment and violence, and protection systems for project participants.

MINIMUM REQUIREMENTS

Education & Experience

  • Hold a minimum of a master’s degree in public health, business administration, international development, or a similar field. (MD, MPH qualifications desired).
  • Have at least fifteen (15) years of proven leadership experience in implementing, managing, and delivering results in health programs in sub-Saharan Africa.
  • Have at least ten years of program management, leadership and strategic planning experience, with a focus on HIV prevention, care and treatment programs.
  • Knowledge of USAID and PEPFAR rules and regulations and reporting requirements and/or experience working on a USAID/PEPFAR-funded project.
  • Proven experience in creating and maintaining effective partnerships and resource mobilization with national stakeholders and development partners.
  • Experience in capacity building of local NGOs to ensure project sustainability.
  • Proven experience in a similar role as a Project Leader, or equivalent for a USAID-funded project and managing a PEPFAR funded program.
  • Proven experience supervising multidisciplinary and multicultural technical, programmatic, and operational teams.
  • Fluency in English, both written and oral (level 4S/4R).
  • Experience working with the government, donors, international organizations, the private sector, national organizations, and civil society.
  • Experience managing programs in South Sudan preferred.
  • Experience managing programs in fragile and conflict-affected environments.
  • Ability to travel 30% of the time.
  • South Sudanese nationals are strongly preferred.
