Summary

Save the Children is seeking a Chief of Party (COP) for an anticipated five-year USAID-funded Social Behavior Change Activity in Tanzania. This Activity aim to improve health outcomes by transforming socio-cultural norms and promoting the adoption of healthier behaviors among Tanzanians. The SBC Activity is anticipated to provide technical assistance to the Government to improve policy and implementation framework around SBC activities.

The proposed COP will be responsible to provide leadership, management, and direction for anticipated Tanzania Social and Behavior Change (SBC) Activity. The Chief of Party will also be responsible for fulfilling the diverse managerial requirements of the Activity, overseeing technical and management aspects, including all activities, personnel, and budget/spending. They will serve as key liaison with USAID, Government of Tanzania counterparts, and other key stakeholders. The COP will manage and supervise the work of project personnel and subcontractors/subgrantees and ensure that all project assistance is technically sound and appropriate. The COP also oversees project work planning, performance management, accurate delivery of all reports, project products and strategic communication.

This Key Personnel position is subject to USAID approval. It is also contingent upon project award and funding to Save the Children. National candidates are encouraged to apply. This position will be based in Dar es Salaam.

What You’ll Be Doing (Essential Duties)

  • Lead the project, providing vision, direction, and technical guidance.
  • Oversee the overall management and quality implementation of the project including project results and deliverables, in accordance with the project work plan.
  • Provide overall leadership and expertise in the development and implementation of SBC approaches and interventions to address the SBC needs of health, Maternal, Newborn, Child, and Adolescent health (MNCAH), family planning/reproductive health (FP/RH), Global Health Security Agenda (GHSA), malaria, HIV/AIDS, TB and other selected health areas.
  • Lead the overall planning, implementation, and monitoring of all activities in close coordination with the Government of Tanzania and USG partners to ensure that Activity goals and objectives are achieved in a timely and cost-effective manner
  • Supervise and mentor technical staff and consultants. Motivate teams to deliver results by establishing a strong team dynamic, open communication, and leading by example. Promote diversity, equity, inclusion, and belonging in internal operations, management, and project implementation.
  • Build and maintain productive working relationships with USAID, host government, project partners, and key stakeholders. Serve as the primary liaison among all project stakeholders.
  • Manage the project’s operational, financial, and administrative priorities, and direct planning and budgeting processes. Create or adapt management systems in line with Save the Children standard operating procedures, ensuring adherence to USAID policies and regulations, and relevant national policies and laws.
  • Design and oversee an annual project cycle in accordance with USAID’s annual planning cycles. Ensure documentation and dissemination of findings, impact, innovations, and lessons learned, and utilize a collaborative and adaptive learning approach to the project cycle.
  • Remain current with similar or related projects and best practices in-country and internationally, ensuring staff apply these consistently.
  • Oversee a team of senior technical and project management project staff and ensure strong communication and coordination with and between all team members.
  • Lead in documentation and coordination of information dissemination activities that share project achievements and results with the aim of influencing decision and policymakers.
  • Oversee MERL function, including preparation of all required reports and deliverables.
  • Perform other duties as assigned.

Required Qualifications

  • University degree required. Graduate degree in public health, business administration, behavioral and social sciences, community development, health promotion or communication studies, development studies, international development, or a related field from an accredited university. Master’s Degree strongly
  • 12-15 years of senior level professional experience (including 10+ years of line management experience) designing, managing, and implementing donor-funded international development activities, preferably in a project director, Deputy Chief of Party or Chief of Party role.
  • Substantial technical experience with and understanding of health and SBC programing within and outside of the health sector including multi-sectoral SBC
  • Strong understanding and experience working with, advising, and providing technical assistance to the Government of Tanzania and Tanzanian non-governmental organizations/civil society organizations (NGOs/CSOs), and private sector and community organizations, preferably related to SBC.
  • Experience managing USAID cooperative agreements and/or contracts.
  • Strong financial management, compliance, budgeting and project operations/administrative oversight abilities.
  • Experience working and living in Tanzania or East Africa region preferred.
  • In-depth knowledge of USAID approaches and regulations.
  • Experience strengthening the capacity of national non-government partner organizations to achieve USAID’s goals for localization.
  • Demonstrated experience in successfully leading and managing multi-disciplinary teams to achieve project results in a fast-paced and complex environment.
  • Excellent oral and written communication skills in both English and Swahili.
  • Ability to produce clear and concise reports, publications, briefs and other written materials related to the project.
  • Ability to travel within Tanzania as required and as security conditions allow.
