Position description

URC is searching for an experienced Chief of Party for its Indonesia HEA-HIV/AIDS Flagship Activity proposal anticipated in 2025. The purpose of this Activity is to accelerate the Government of Indonesia’s progress in achieving and sustaining HIV epidemic control by 2030 by optimizing access, quality, and delivery of HIV/AIDS services, particularly for key populations. The project will: (1) Strengthen the integration of HIV-friendly prevention services for priority populations by developing locally-developed and person-centered prevention interventions and risk-reduction messages; (2) Improve care and treatment outcomes for people living with HIV – the project will focus on identifying and addressing barriers and challenges to continuity of care and access to critical viral load testing; and (3) Support the development of locally-led systems managing, monitoring, and delivering HIV services.

RESPONSIBILITIES
The Chief of Party leads the Senior Management Team and is responsible for the strategic and technical leadership, financial, management, and administrative oversight of the Activity. The Chief of Party will serve as the primary point of contact with the USAID/Indonesia Mission and lead the day-to-day activity implementation and management matters relating to the project. The Chief of Party must have overall responsibility for assuring that all activities implemented under the contract are technically sound and appropriate to project needs.

Specific roles and responsibilities include, but are not limited to, the following:

– Provide overall strategic vision and technical leadership for strengthening HIV prevention, care, and support services , and project oversight.
– Provide an appropriate balance of technical, managerial, and interpersonal skills to coordinate effective implementation of project activities, including development of a dynamic learning agenda and adaptive management approach.
– Make programmatic decisions and troubleshoot implementation challenges; oversee project data quality compliance, including development of data tracking and monitoring systems in line with USAID and PEPFAR requirements; and oversee sub-grant program, including compliance with programmatic objectives and URC/USAID/PEPFAR financial and administration regulations.
– Manage the program’s partnerships in accordance with partners’ roles and responsibilities.
– Oversee financial management and administration of the program; approve local financial transactions and authorize expenditures from local bank accounts; and approve all aspects of project procurement and logistics.
– Serve as spokesperson and advocate, representing the project to the donor, Indonesia Ministry of Health, civil society, and other key government and non-government stakeholders; represent the program and URC at local, regional, and international fora.

QUALIFICATIONS
The Chief of Party candidate must have the depth and breadth of technical expertise and experience in designing and implementing comprehensive public health interventions. The COP holds the requisite management expertise and established professional relationships to lead donor-funded programs and achieve impact.

– Master’s degree in Public Health, Public Administration, Medicine, or other related field, and a minimum of ten (10) years of progressively increasing responsibility, working on large-scale, complex international development and public health programs.
– Senior leadership experience working in Indonesia or within the region, managing and reporting on USAID/PEPFAR HIV/AIDS public health programs of similar size and complexity, including in HIV services, quality of care, infectious diseases, or community health. Chief of Party and/or Project Director experience preferred.
– Experience advising senior policymakers, host-country entities, including central and local governments, development partners, civil society organizations and the private sector on public health. Experience building the capacity of local entities to design, implement, and evaluate HIV programs.
– Experience designing, managing, and implementing complex and comprehensive activities in HIV/AIDS and other infectious diseases in developing countries involving multiple stakeholders and implementing partners.
– Demonstrated experience strengthening health systems and the continuum of care.
– Strong oral and written communication skills in English required. 
– Fluency in Bahasa Indonesia preferred.
