ALCANCES III – From Vulnerability to Resilience: Improving Food Security and Livelihoods for vulnerable communities in Guatemala is a project implemented by Action Against Hunger, with the objective of stabilizing the critical basic needs, in particular food and NFI needs, of households in target areas suffering from an aggravated crisis in Guatemala through MPCA/cash transfers and contributing to the restoration of their livelihoods through ERMS and agricultural interventions at the household and community level.

The Chief of Party (COP) aims to consolidate the relationship between Action Against Hunger and USAID/BHA and ensure the quality of the ALCANCES project cycle management.

The COP will lead and oversee the project focusing on managing project timelines, budgets, and deliverables, ensuring compliance with national and donor regulations, and fostering a safe and equitable working environment. S/he will act as the main project point of contact for USAID and will be the main in-country project contact for government counterparts, donors, local partners, media, private sector partners, civil society, and other key stakeholders. He/she will need to identify challenges and risks and work with other key staff to adapt programming to achieve results.

The main activities you will perform are the following:

OBJECTIVE 1: STRENGTHEN ACTION AGAINST HUNGER RELATIONS WITH THE DONOR AND OTHER EXTERNAL ACTORS LINKED TO THE PROGRAM

Tasks

  • Consolidate and expand donor relationships (USAID/BHA)
  • Represent Acción contra el Hambre in strategic meetings to strengthen the organization’s positioning.
  • Actively seeks new funding opportunities and partnerships
  • Participate in the creation and maintenance of an updated database of the main external actors and partners in their area of work and/or other assigned missions.
  • Generate alliances and coordinate with local authorities and potential new stakeholders (NGOs, agencies, etc.) that are relevant and interesting for the implementation of the project.

OBJECTIVE 2: LEAD THE IMPLEMENTATION OF THE PROJECT, ENSURING THE QUALITY OF THE EXECUTION AND THE ACHIEVEMENT OF THE EXPECTED RESULTS

Tasks

  • Oversees work plans with the team in charge or with the team in the intervention area.
  • Ensures and leads the realization and monitoring of work plans in time and quality (according to the procedure already established by the organization).
  • Develops and monitors (in the project under its responsibility and the corresponding ones) the achievement of results and objectives (baseline using indicators established in the planning matrix).
  • Supports and leads the resolution of problems and conflicts in a proactive manner to the inconveniences encountered during the execution of the activities.
  • It uses internal IT tools such as No Hunger Forum (NHF), GESPRA or others as required in the framework of its reporting activities of the projects under its responsibility with the general mission and in the missions entrusted to it.
  • It reports on progress, difficulties and lessons learned on an ongoing basis.
  • Prepares, reviews and validates the reports to donors of the projects under his charge that are requested by the reporting area.
  • Under the principles of confidentiality and data protection policy, it exchanges with the multidisciplinary team of Action Against Hunger the results of evaluations, support plans, needs detected in the field.
  • Ensures Monitoring and Evaluation mechanisms: maintain accurate records, work to achieve targets and contribute to monitoring and development activities when necessary.
  • Prepares terms of reference, coordinates and follows up on evaluations.

OBJECTIVE 3: SUPERVISE THE LOGISTICAL, FINANCIAL AND HR MANAGEMENT OF THE PROJECT, ENSURING COMPLIANCE WITH DONOR AND ORGANIZATIONAL REGULATIONS

Tasks

  • Coordinates, monitors and supervises the logistical management of the project in accordance with the donor’s and the organization’s regulations;
  • Coordinates and validates project budget planning;
  • Oversees the preparation of the expense forecast;
  • Maintains permanent communication of the action with its hierarchical and functional referents;
  • Regularly reports on the progress of the financial and administrative management of the projects, difficulties, lessons learned to the Deputy;
  • It permanently reports on the progress of the action with its hierarchical and functional referents;
  • Actively participates in the recruitment of personnel under his charge and ensures their induction;
  • Proposes training topics and content for staff;
  • Organizes, motivates and follows up on the priorities of the personnel under his/her charge;
  • Permanently reports on the progress of the action to his hierarchical and functional reference as well as to the HR Coordination.

OBJECTIVE 4: ENSURE CONTROL AND MITIGATION OF PROJECT RISKS

Tasks

  • Ensures the proper functioning of the PQR (Questions, Complaints and Responses) system and internal and external reporting, in coordination with the Regional Director and the Desk at headquarters;
  • Actively participates in the follow-up and analysis of the safety situation of the activities through the permanent collection of information using various sources of information;
  • Immediately inform your line manager about any security situation or incident (latent or actual);
  • Strictly follow the safety plan and risk reduction measures;
  • Regularly reports project progress, difficulties, lessons learned to the base/regional head;
  • It permanently reports on the progress of the action to its hierarchical and functional referents as well as to the Capital Logistics Coordination for everything related to Security.

Does this description fit you?

TRAINING

  • Professional university degree in the area of social sciences, humanities or politics or related fields.
  • Postgraduate studies in International Cooperation or recognized experience in the sector.

SPECIFIC TECHNICAL EXPERTISE

  • Management of USAID/BHA-funded projects/programs
  • Definition and monitoring of humanitarian aid programs
  • Human resources, finance and logistics management
  • Postgraduate studies in International Cooperation and Development desirable.

PREVIOUS EXPERIENCE

  • Minimum 5 years of experience in:
  • Experience in USAID/ BHA funded projects.
  • Previous experience with international NGOs in a similar position
  • Experience in alliance management and team coordination and operationalization of field activities.
  • Experience in exploratory missions and situation reports.

KNOWLEDGE OF THE HUMANITARIAN SECTOR

  • Knowledge and application of gender, ethnic, age, environmental and protection approaches, as well as the rights and do no harm approach.
  • High capacity for negotiation and representation with donors and other actors in the humanitarian system
  • Identification and development of humanitarian action programs
  • Knowledge of the organization, its main lines of action and procedures is desirable.

KNOWLEDGE OF ACTION AGAINST HUNGER

  • Knowledge of the organization, its main lines of action and procedures is desirable

LANGUAGES

  • High level of English required (C1 or C2)
  • Fluency in Spanish.

Office automation and specific systems

  • Proficiency in Windows; advanced Office skills essential; knowledge of ICT tools and openness to their innovative use.

Gender equality

  • Previous experience in issues related to the promotion of gender equality or personal commitment to gender equality is essential

PQR system management

  • Appropriation of the Anti-Bribery, Corruption and Abuse of Power Policy.
  • High rigor in PQR (Questions, Complaints and Responses) reporting
