Position Overview

Pact seeks a Chief of Party for the U.S. Department of State (DOS), Bureau of Democracy, Human Rights, and Labor (DRL) funded program entitled, ‘DRL Capacity Strengthening for Regional and Grassroots LGBTQI+ Civil Society in East Asia and/or the Pacific.’ The program aims to strengthen the organizational capacity of regional civil society organizations (CSOs) advancing respect for the human rights of lesbian, gay, bisexual, transgender, queer, and intersex (LGBTQI+) persons in East Asia and/or the Pacific. This is anticipated to be a two to three-year project with the possibility of an 18-month extension. This position is contingent upon award and can be based in either Cambodia, Indonesia, Thailand, or the USA. Only candidates eligible to work in these countries will be considered. International allowances are not available.

Key Responsibilities

The Chief of Party will be responsible for the overall management and operations of the Activity. The COP will supervise high-quality project implementation, with a focus on achieving the project goals and DRL development objectives. The COP will take a leadership role in coordination of all activities across all relevant parties including DRL, key stakeholders, and implementing partners. The COP will also oversee all project staff and sub-partners for results-oriented planning, leadership, and coordination of project activities.

  • Ensure high-quality, results-oriented technical programming through hands-on guidance and support grounded in the project’s strategic objectives and approved annual workplans.
  • Serve as the primary liaison with the US Department of State DRL Agreement Officer’s Representative on management and technical matters.
  • Ensure that the project meets stated goals, outcomes, benchmarks, and reporting requirements.
  • Take a leadership role in coordination among DRL, regional LGBTQIA+ organizations, consortium partners, and other key stakeholders.
  • Manage and coordinate the implementation of activities, in close collaboration with the Capacity Development Advisor.
  • Oversee project planning (i.e., development of work plans and project budget), monitoring and reporting (i.e., review and approve periodic budgets and technical and financial reports) in accordance with the highest standards.
  • Oversee project budget and work in close coordination with finance leadership to meet expected results, ensuring cost-effective use of donor and Pact’s resources.
  • Support the implementation of a highly adaptive and inclusive programmatic approach.
  • Provide oversight for all sub-grants and any grantmaking mechanisms, ensuring compliance with donor regulations and Pact policy, with support from designated grants and finance staff.
  • Manage a team and oversee evidence-based adjustments in programming to achieve greater impact.

Basic Requirements

  • Master’s degree and 11+ years relevant experience or equivalent combination of education and experience, including 6 years of management experience. Alternatively, Bachelor’s degree plus 13 years of relevant experience in relevant field, including 6 years of management experience.
  • At least 10 years of experience in the successful implementation of international development activities within East Asia and the Pacific or similar environments, incorporating elements of capacity development and/or advocacy among LGBTQIA+ organizations.
  • At least 8 years of experience as a COP or in a comparable managerial position on donor-funded civil society strengthening projects, including USAID or other DRL programs.
  • Demonstrated flexibility, adaptability, and the ability to perform and collaborate in complex and politically sensitive environments.
  • Previous experience working on USG-funded civil society strengthening programming in East Asia and the Pacific.
  • Knowledge of USG rules, regulations and policies
  • Demonstrated leadership and management skills.
  • Demonstrated track record of successfully building and effectively managing a team of staff and partners in an inclusive and diverse context.
  • Demonstrated ability to work in complex environments, and work with and between different stakeholders, including local organizations, government institutions, private sector entities, and US Government agencies.
  • Demonstrated skills in problem solving and consensus building.
  • Fluency in English
  • Ability to travel within the East Asia and Pacific region.

Preferred Qualifications

  • In-depth understanding of contemporary human rights issues and/or capacity challenges facing LGBTQIA+ community and organizations in East Asia and the Pacific.
  • Experience working directly with LGBTQIA+ organizations.
  • Fluency in one additional regionally relevant language.
