The USAID-funded Human Rights for Peace (HR4P) Activity, implemented by Tetra Tech International Development (International Development Jobs – Tetra Tech), is currently accepting expressions of interest from qualified candidates for a Chief of Party (COP) position based in Bogota, Colombia.

Position Description/Summary: The COP will serve as the overall project manager and team leader, and principle point of contact for the project in Colombia and with Tetra Tech’s US office, public and private sector partners, civil society, local community stakeholders, and academia. The COP will coordinate and ultimately be responsible for all contract management and implementation. They will be the primary liaison with USAID/Colombia on technical matters and must adjust activities and operations in response to USAID/Colombia technical direction. The COP will also be responsible for ensuring quality control and the overall responsiveness of technical assistance provided under the award.

The COP’s primary responsibilities are to provide overall leadership, management and general technical direction of the entire project, ensuring an integrated vision among different components and actors, and a focus on achieving the results defined in the award. This individual will be expected to identify issues and risks related to project implementation in a timely manner and suggest appropriate adjustments.

Responsibilities:

* Provide vision and overall leadership to a multi-disciplinary team of technical experts in the fields of human rights and peacebuilding;

* Serve as primary point of contact with USAID/Colombia to facilitate technical, financial, and administrative implementation of project activities;

* Liaise with Colombian government officials, local community stakeholders, civil society, academia, private sector, and other USAID-funded activities;

* Oversee preparation and submission of technical and financial reports required by USAID/Colombia;

* Collaborate closely with home office staff to ensure compliance of contracts, finance, and operations related issues;

* Provide thought leadership through development of innovative approaches to reduce human rights violations, using evidenced-base decision-making tools to ensure high-impact programming; and

* Manage the overall project budget including forecast expenditure reports and update the project budget to mitigate cost overruns.

Qualifications:

* Minimum bachelor’s degree or higher in social sciences, human rights, political science, or related field. Master’s degree strongly preferred;

* Minimum fifteen (15) years of experience working on human rights, peacebuilding, democracy, governance, etc. Demonstrated knowledge and understanding of human rights issues;

* Exceptional managerial skills and demonstrated experience in managing donor-funded projects of similar size and scope; USAID/USG experience preferred;

* Demonstrated ability to engage in multi-stakeholder dialogue, including sustaining partnerships and strong working relationships with donors, host country government counterparts, academic institutions, civil society, and the private sector;

* Excellent oral and written communication skills. Demonstrated ability to think strategically and communicate one’s vision to partners and colleagues;

* Fluency in written and spoken English and Spanish is required.

* Colombian national or legal permanent resident.
