Counterpart International is seeking a Chief of Party to support the anticipated Global Internet Freedom program. Under the guidance of the Vice President for Government and Civil Society Strengthening, the COP will be responsible for working with civil society organizations and other actors to manage the delivery of digital security training and technical services including censorship circumvention and anonymity to civil society organizations and independent media. The COP will also work with institutional partners, networks and coalitions to advance advocacy towards governments, multi-lateral institutions and the private sector around internet legislation. The ideal candidate would have experience working with civil society groups and a thorough knowledge of current trends and tactics in digital security.

Responsibilities

  • Establish secure mechanisms for CSOs, technical specialists and other interested parties to share information, create troubleshooting platforms, and develop other ways to collaborate.
  • Support efforts to help beneficiaries learn, internalize, use, and propagate appropriate information security practices.
  • Travel to target countries to assist in field implementation.
  • Work with other technical program staff to ensure that the program’s beneficiaries receive assistance from appropriate information security resources in a timely manner.
  • Serve as point of contact with USAID as needed.
  • Supervise senior technical program staff, which may include a Deputy Chief of Party, Chief Information Officer, and Mentor(s) to CSO leadership.
  • Review and approve Country Action Plans and White Papers.
  • Review and approve quarterly and annual reports to USAID.

Qualifications

  • Bachelor’s degree required.
  • Minimum 10 years of previous work experience in improving internet freedom particularly freedom of information, the right to internet access, freedom from Internet censorship, and net neutrality.
  • Past experience in network building and coalition development.
  • High degree of computer literacy under Windows and at least one other operating system.
  • Solid understanding of internet’s building blocks: DNS, SSL, IP, etc.
  • Fluency in English.

Preferred Qualifications:

  • Experience managing complex activities involving coordination with multiple partners and implementing organizations across multiple regions.
  • Experience working with USAID contracts or grants.
  • Proficiency in a foreign language (Arabic or Russian preferred).
