Overview

Creative Associates seeks a Chief of Party for an anticipated USAID-funded Trade and Integration and Competitiveness Activity in Lao PDR. The Chief of Party will be responsible for the technical leadership, strategic oversight, and overall coordination and technical quality of this basic education project. S/he will serve as principle institutional liaison with USAID, partners, and key stakeholders.

The USAID-funded Trade and Integration and Competitiveness Activity in Lao PDR will aim to diversify economic growth in Laos by stimulating trade and investment, strengthening private sector competitiveness, and facilitating greater regional integration. It will also focus on improving government policies to support private sector development through stronger public-private dialogue and more responsive regulatory frameworks. Business associations will be empowered to engage constructively with the government and provide better services to their members. The project also seeks to boost sustainable employment in key value chains by enhancing MSMEs’ access to finance, facilitating their formalization, and improving their business skills.

Responsibilities

Serve as the primary point of contact with USAID/Laos on day-to-day implementation and management matters relating to the award. The COP will have overall responsibility for the contract ensuring quality control, the appropriateness and overall responsiveness of all activities performed under the contract, whether by long- or short-term advisors or others.

  • Build and maintain relationships with key GoL Ministries, state owned enterprises, and other program stakeholders.
  • * Provide strategic leadership, vision and direction for the activity; strategic planning, including timely preparation of reports, work plans, and other deliverables.
  • * Mentor activity staff, sub-awardees, and consultants to achieve expected results.
  • * Ensure high-quality standards of technical assistance and support to implement the Activity.
  • * Oversee effective, fair, transparent, and accountable implementation of the grants under contracts and private sector engagement partnerships.
  • * Ensure proper checks and balances in grant administration and oversight to avoid any reputational risks to USAID.
  • * Oversee the integrity and ethical behavior of staff involved in the grant management, selection, and implementation.
  • * Manage program communications with USAID, key stakeholders, and the general public.
  • * Ensure compliance with USAID, U.S. government and Laotian laws, regulations, policies and procedures; and other tasks as required to achieve the Activity Objectives and Key Results.
  • * Fully inform Creative’s home and field office on all matters relating to the program and maintain appropriate links with partner organizations.
  • * Other duties as assigned.

Qualifications

  • At least 7 years of progressively responsible professional experience in the implementation and management of complex economic growth programs, ;
  • * At least 5 years of senior management experience in donor-funded programs, private sector leadership, and a strong track record of building and maintaining strong teams;
  • * A master’s degree or equivalent is preferred, in a relevant field such as economics, international relations, public administration, or environmental studies;
  • * Experience working in Laos on economic development, policy reform, private sector competitiveness, and/or trade and investment is required;
  • * Proven experience effectively working and building strong relationships with a broad range of counterparts and stakeholders, including government officials, private sectors, and other donors is required;
  • * Demonstrated leadership, versatility, high ethical standards, and integrity.
  • * Prior experience managing bilateral donors of a similar size and scope in developing countries;
  • * Familiarity with USAID regulations and policies;
  • * Demonstrated skills in leadership and supervision, with an ability to develop and work through both government and non-government partners effectively and build cohesiveness;
  • * Experience managing programmatic and financial reporting requirements;
  • * Excellent written and oral communication skills in English are required.
  • * Local nationals are strongly encouraged to apply.
