Global Communities is seeking a Chief of Party (COP) for an anticipated USAID/Madagascar maternal, newborn and child community health activity**.** This activity will collaborate with the Ministry of Health to scale and test proven interventions to ensure that quality maternal and child health services will be available throughout Madagascar, thereby sustainably reducing mortality among these key groups. The activity will build the capacity of subnational health management teams to plan, manage, monitor and evaluate their health programs and to improve the quality of service delivery.

The COP will lead and oversee the overall implementation of the program, including technical strategy, financial and operational leadership, and human resources. Responsibilities

The COP is responsible for overall program implementation, strategic vision, and outcome achievement. The COP provides an integrated vision for the program and will manage a team of senior staff to ensure the quality, timeliness and efficiency of all products and activities generated under the project. The COP will also be responsible for communications with USAID, for publicly representing the project and for liaising with government and other stakeholders on issues related to anti-corruption and project activities.

Specific responsibilities include the following:

  • Provide program leadership, direction and supervision, including oversight of staff, consultants and partners; monitoring & evaluation and program implementation.
  • Ensure implementation of technical interventions.
  • Lead regular workplan, budget and implementation reviews to facilitate the cost-effective and timely achievement of activity deliverables and targets in compliance with GC standards, USAID rules and regulations, local laws and donor agreements.
  • Lead in adaptive management, achieving peak performance and facilitating innovation.
  • Wherever possible, identify opportunities to engage partners and create growth and connect actors to find mutual opportunity and benefit.
  • Oversee the production and submission of timely activity and financial reports to USAID, effectively communicating project achievements, challenges and utilization of funds.
  • Act as primary point of contact with USAID, government counterparts, and other in-country stakeholders.
  • Represent GC and overall program interests as necessary and appropriate.
  • Build and maintain strong working relations with key internal and external stakeholders, beneficiaries, prime and subcontractors, suppliers, and partners. Provide effective and timely responses to inquiries and concerns.
  • Foster good working relationships with other agencies working on similar or complimentary projects, maximizing visibility and learning.
  • Ensure that lessons learned are disseminated and applied.
  • Liaise with GC colleagues to coordinate the inputs of gender and inclusion, monitoring & evaluation and other advisory inputs to provide cross-cutting support.

Qualifications

  • A graduate degree in a related field of study (e.g. public health, medicine, nutrition) and ten (10) years professional experience, with progressively increasing responsibilities and duties in fields related to the successful implementation of multi-sectoral projects, including maternal, newborn and child health; nutrition; HIV and AIDS; capacity building for improvement of health and social services and/or social and behavior change is required; clinical background is preferred; OR,
  • A bachelor’s degree and twelve (12) years professional experience, with progressively increasing responsibilities and duties in fields related to the successful implementation of multi-sectoral projects, including maternal, newborn and child health; nutrition; HIV and AIDS; capacity building for improvement of health and social services and/or social and behavior change is required; clinical background is preferred.
  • Proven experience as a Chief of Party or in a leadership position involving the administration of similarly sized, international donor supported programs with skills in strategic planning, management, supervision, and budgeting is required.
  • Progressively responsible international development experience, a significant portion of which must include managing international health projects in a developing country.
  • Demonstrated experience in institutional capacity development/systems strengthening in public health and in working effectively with a broad range of counterparts, including high-level government officials and organizations.
  • Strong communication skills, including interpersonal, presentation, written and oral English, to fulfill the diverse technical and managerial requirements of the activity.
  • Demonstrated leadership skills and experience to build and maintain productive working relationships with a wide network of institutional partners and stakeholders.
  • Proven track record of building teams and fostering collaboration to achieve goals, meet milestones and produce quality results.
  • Demonstrated experience in program management and administration and financial management.
  • USAID experience is required.
  • Languages: Full Professional Proficiency in spoken and written English and French are required. Must be able to use both languages fluently and accurately and be able to read all styles and forms on all levels pertinent to professional needs. Proficiency in Malagasy is preferred.
