POSITION SUMMARY: 

The Chief of Party will be responsible for implementing a high-quality, results-oriented project to measure and reduce the prevalence of trafficking in targeted populations in Nepal through prevention, protection, and prosecution interventions and the expansion of partnerships.  

 

ESSENTIAL REPONSIBILITIES: 

The Chief of Party is responsible for overall project management, supervision, administration, and implementation of the program. S/he will establish and maintain systems for project operations; ensure that all agreement deadlines are met  and  targets  are  achieved;  coordinate and maintain working relationships with project stakeholders (including the Government of Nepal and private industry stakeholders,  subgrantees,  and/or subcontractors); lead collaborative initiatives with relevant government ministries and officials as well as private companies; and oversee the preparation and submission of  technical and financial reports to USAID. 

 

  • Manage the program, maintaining clearly defined scopes of work and delegation of responsibilities among the various team members.
  • Establish and maintain systems and effective practices for scaled-up program operations.
  • Develop and oversee the program’s annual planning and ensure timely, high quality

implementation of activities and deliverables.

  • Oversee and support monitoring and evaluation of program implementation and deliverables, including close supervision of the project’s comprehensive Monitoring, Evaluation and Learning (MEL) plan.
  • Oversee the program budget, monitor spending, and ensure that all activities are reflected in annual budget allocations, in compliance with Winrock policy and donor guidelines.
  • With support from field and home office staff, prepare and submit timely and accurate program, financial, and procurement reports to donors and Winrock.
  • Maintain close communication with the donor, reporting regularly for formal review sessions and providing ongoing, informal updates of program progress, and serve as the point of contact with the USAID Agreement Officer Representative (AOR).
  • Hire and supervise local staff, provide ongoing feedback and mentoring, and evaluate their performance
  • Provide technical and strategic leadership to achieve buy-in to develop stakeholder (including host country government agency officials) capacity to promote safe migration and CTIP at national and local levels.
  • Provide leadership, technical assistance, support, and oversight to partner CSOs/NGOs.
  • Organize, lead, and participate in collaborative initiatives with government officials to create and amend policies relating to safe migration and CTIP.
  • Represent the program and Winrock to donors, local and national government entities, the media, local NGOs, and local business communities.
  • Oversee specialized training for government officials, justice actors, and civil society representatives on victim-centered and trauma-informed research, prevention, protection, and prosecution processes.
  • Promote communication, experience sharing, and dissemination of best practices and lessons learned in cross-country teams and with other relevant actors/programs.

 

 

QUALIFICATIONS: 

Successful candidates will have excellent management, communication, and negotiation skills, demonstrating the ability to lead and build consensus, cooperation, and coalitions among individuals, civil society groups, private sector, and government officials with competing interests. Experience working to strengthen civil society and government systems is required. Specialization in at least two of the following is strongly preferred:  counter trafficking in persons, labor rights, private sector partnerships, rule of law, advocacy, grant management, organizational capacity strengthening and/or sustainability. U.S. Government (USG) project management experience and leadership is highly desired. Open to Nepali Nationals only.  

 

Education:

Master’s level degree required in international development, management, social science, human rights, education, economic development, law, public policy, or other related field of study. 

 

Technical: 

Applicants must have a minimum of ten years of experience in a senior management position in a project of similar magnitude and complexity, preferably including experience in cross- sector programming. Experience working in Nepal is required.

  • Demonstrated leadership and administrative skills in the management of complex, multi-activity programming, on time and on budget
  • Demonstrated success in motivating and supervising diverse teams of employees, including robust mentorship and skills building with project staff and partners, with a focus on transferring concrete skills and knowledge
  • Financial management, budget design, and budget management experience
  • Proven ability to build consensus and coalitions among individuals, civil society groups, private sector, and government officials with competing interests
  • Experience with gender equality and/or social inclusion in development programs
  • Experience in strengthening civil society and government systems
  • Ability to coordinate and collaborate with other donor programs and with USAID implementing partners for creative solutions, and complementarities to maximize results
  • Experience in strategic planning and work-plan development and implementation of strategic plans.
  • Experience designing and implementing or overseeing monitoring and evaluation systems

 

Skills/Knowledge: 

  • Native Nepali language and/or proficiency in Nepali preferred. Fluency in English required
