POSITION SUMMARY:

Project HOPE seeks a Chief of Party (COP) to provide vision, leadership, and direction to ensure the strategic, programmatic, technical, and financial integrity of an upcoming USAID Strengthening Local Health Security project in Vietnam, a five-year, $21.5 million-dollar activity. The Strengthening Local Health Security Activity will strengthen Vietnam’s capacity at the sub-national levels to effectively prevent, detect, and respond to epidemic-prone emerging infectious diseases (EID) through One Health (human, animal, and environmental) approaches to achieve Global Health Security (GHS) targets, focusing on zoonotic diseases (ZD), EID surveillance and response, and risk communications and community engagement (RCCE).

The COP will oversee the implementation of the entirety of this activity, be the primary point of contact for USAID, provide strategic technical vision, and ensure ethical and excellent management of the activity, its staff, and consortium members. The COP will liaise with USAID, relevant Government of Vietnam (GVN) officials, health and development donors, and other implementing partners to cultivate open, productive, and collaborative relationships that support the implementation of this activity. The COP will be expected to identify issues and risks related to program implementation in a timely manner, suggest appropriate program adjustments, and ensure that systems are in place to mitigate the risk of fraud, waste, and abuse. The proposed COP candidate must fulfill the requirements detailed below.

This position will be based in Vietnam. Vietnamese nationals are strongly encouraged to apply. It is anticipated to begin in September of 2024.

This position is contingent upon award.

PRINICIPAL RESPONSIBILITIES:

  • Develop and maintain strong working relationships and alliances with USAID, the Vietnamese Government Ministries, other USG implementing partners, private sector partners and other key stakeholders in Vietnam to maximize resources and avoid duplication of effort
  • Provide leadership and strategic direction to ensure the programmatic and financial integrity of the integrated health project and to achieve rapid and sustained project goals, objectives, and targets
  • Oversee the project’s operational, financial, and administrative priorities; direct the planning and budgeting processes; design and oversee an annual project cycle in accordance with USAID’s annual planning cycles
  • Ensure compliance with the project results and oversight of project activities to achieve the stated objectives
  • Ensure the development of strong M&E mechanisms, program monitoring tools and efficient systems to ensure high quality implementation
  • Represent Project HOPE’s interests and present progress, achievements and lessons learned to key Vietnamese stakeholders including USAID and implementing partners in public and professional circles through meetings, conferences, and presentations
  • Provide technical leadership in the design, analysis, and synthesis of interventions
  • Develop strategic plans, annual and quarterly work plans, and overall management of the program in line with USAID guidelines to achieve project objectives
  • Ensure the quality and sustainability of interventions
  • Participate in relevant technical advisory groups with counterparts and partner institutions
  • Lead the annual work planning process in close collaboration with USAID, Vietnamese Government Ministries, project team, and project partners
  • Oversee preparation of periodic project reports to donor
  • Mentor, support, supervise, and manage a team of highly qualified staff and align their efforts to ensure rapid and sustainable results
  • Provide guidance, in collaboration with key staff, to subcontractors and subgrantees and coordinate activities with other agencies
  • Manage multiple project partners
  • Write and/or review technical components of materials and publications related to integrated health and its development
  • Ensure resources for project implementation are available
  • Work with finance and project staff to develop and track project budgets and ensure project is implemented in budget
  • Work with Monitoring and Evaluation (M&E) staff to develop M&E frameworks and effectively track data and results and establish a culture of data for decision making
  • Work closely with Project HOPE home office staff to ensure effective, timely and coordinated project implementation
  • Ensure compliance with USAID operational policies and regulations
  • Other duties as assigned.

MINIMUM QUALIFICATIONS:

  • Master’s degree or other advanced degree (PhD, MD) in a relevant field such as public health; health systems; development studies; social sciences or management; and other relevant fields
  • Minimum of fifteen years’ progressive experience in a senior role managing large, complex, and integrated programs of similar scope and dollar value
  • At least five years managing and leading USAID funded programs
  • Proven ability to work collaboratively with foreign governments, various ministries, development partners, the private sector, and community organizations to advance health and well-being
  • Demonstrated experience in successfully leading and managing multi-disciplinary teams to achieve project results in a fast-paced and complex environment
  • Excellent interpersonal, writing, oral, and English language skills; fluency in Vietnamese
  • In-depth knowledge of USAID projects, regulations, compliance, and reporting
  • Connections to and familiarity with organizations working on global health security in Vietnam
  • Experience in leading/coordinating multi-sectoral global health programs, including monitoring and evaluation with a strong focus on adaptive management and strategic communications
  • Proven track record in technical and/or management leadership in global health programs preferably in global health security in Vietnam or countries similar to Vietnam
  • Ability to work in a complex environment with multiple tasks, short deadlines, and intense pressure to perform
  • Proficiency in Microsoft Office applications, including TEAMS and PowerBi
  • Ability to travel nationally

PREFERRED QUALIFICATIONS:

  • Previous experience working on and/or technical expertise in GHS programming
  • Recent experience working with government counterparts in different capacities
  • Familiarity with relevant Vietnamese stakeholders (Ministries, donors, private sector, civil society and other)

  • While international travel is not a regular part of every job, programmatic needs may require it intermittently
