This position is located in the Sustainable Development and Human Settlements Division of ECLAC, in Santiago. The Chief of the Sustainable Development and Human Settlements Division reports to the Executive Secretary of ECLAC. The Economic Commission for Latin America and the Caribbean is one of the five regional Commissions of the United Nations. It was founded in 1948 with the purpose of contributing to the region’s economic and social development. Its mission includes the design, monitoring and evaluation of public policies and the provision of advisory services, expertise and training to Governments, as well as support for regional and international cooperation and coordination activities. Responsibilities
Within the delegated authority the Chief of Division, Sustainable Development and Human settlements: ● Formulates, supervises and monitors the implementation of the work programme of the Sustainable Development and Human Settlements Division under his/her responsibility, in consistency with the goals of sustainable development in Latin America and the Caribbean region. The incumbent must ensure the effective and efficient operations of the Division, providing leadership, overall guidance and orientation to the staff; co-ordinates the work carried out by different work units under the Division, including research work, the provision of technical cooperation and advisory services to ECLAC member states, and the organization of intergovernmental meetings; provides programmatic/substantive reviews of the drafts prepared by others. ● Co-ordinates and oversees the preparation of reports and publications in matters related to sustainable development, climate change and human settlements ● Leads team members efforts to collect and analyze data and provides insight to identify trends or patterns for data-driven planning, decision-making, presentation and reporting. ● Ensures that the outputs produced by the Branch/Service/Division maintain high-quality standards; that reports are clear, objective and based on comprehensive data. Ensures that all outputs produced by the Sections under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates. ● Assists the Executive Secretary in preparing the work programme of the Branch/Service/Division, determining priorities, and allocating resources for the completion of outputs and their timely delivery. ● Undertakes or oversees the programmatic/administrative tasks necessary for the functioning of the Branch/Service/Division, including preparation of budgets, reporting on budget/programme performance, evaluation of staff performance (e-Performance), interviews of candidates for job openings, evaluation of candidates and preparation of inputs for results-based budgeting. ● Recruits staff, taking due account of geographical balance. ● Manages, guides, develops and trains staff under his/her supervision. ● Fosters teamwork and communication among staff in the Branch/Service/Division and across organizational boundaries. Responsible for strengthening coordination and the formulation of joining activities, actions, approaches and methodologies with other ECLAC Divisions and Units, taking into account that sustainable development entails integration of economic, social and environmental aspects of development. Leads and supervises the organization of meetings, seminars, etc. on substantive issues. Manages the substantive preparation and organization of such meetings or seminars. ● Coordinates, organizes and participates in technical cooperation programmes, advisory missions, international, regional or national meetings and provides programmatic/substantive expertise on sustainable development and human settlements issues, or holds programmatic/substantive and organizational discussions with representatives of other institutions. Maintains close contacts with governments, regional and international organizations and other UN agencies in mainstreaming sustainable development and human settlements approaches into specifics development plans and programmes. ● On behalf of the Executive Secretary he/she represents ECLAC at international, regional or national meetings.

Education
Advanced university degree (Master’s degree or equivalent) in economics, business or public administration, finance, accounting, law, social sciences or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Job – Specific Qualification
A Phd is desirable Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.
Work Experience
A minimum of fifteen years of progressively responsible experience in human resources management, administration, logistics, financial management, budget or related field is required. A minimum of ten years of experience in policy formulation and in research and analysis issues in the field of economic development with exposure in the areas of natural resources, environmental management, climate change and sustainable development is required. Experience in conducting or facilitating intergovernmental negotiation processes is required. Relevant experience in institutional relationship with national governments and international organizations in Latin America and the Caribbean is desirable. Experience working in inter-governmental or international organizations is desirable. Experience of developing knowledge products on environment and sustainable development issues is desirable. Experience in econometrics, economic modelling techniques, data analytics or related area is desirable. Institutional experience in the region at decision-making level or in providing technical support for national capacity building is desirable. Relevant publications are required.
Languages
English and French are the working languages of the United Nations Secretariat; and Spanish is a working language of ECLAC. For the position advertised, fluency in English and Spanish is required. Knowledge of another language is an advantage.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.
