Org. Setting and Reporting
Organizational Setting and Reporting Relationships: The position is in the United Nations Organization Mission in the Democratic Republic of the Congo (MONUSCO). The Investigator will be responsible for the investigations of Category 2 Cases and category 1 Cases referred to the Special Investigation Unit by competent investigative bodies. She or He will report to the Chief of the Special investigation Unit, under the overall guidance of the Principal Security Advisor.
Responsibilities
Within delegated authority, the Investigator d would be responsible for the following duties. • Plans, organizes, conducts and manages investigations of all incidents / accidents involving the security & safety of UN personnel, equipment, loss of or damage of valuable UN assets and cases of fraud in the mission area. • Leads and supervises the SIU Kinshasa team or teams of investigators under the overall supervision of the Chief of SIU • Defines the parameters and timetable of investigations; decides on the investigative tools to be employed. • Ensures that established procedures and policies are complied with. • Conducts interviews and obtain statements; analyzes information. • Direct team’s search efforts; ensures that all potential or relevant evidence, including in electronic format is gathered and secure and ensures that all necessary evidence chains are established and maintained. • Determines findings, makes recommendations to concerned departments and section. • Prepares complete and concise investigation reports / communications, reviews reports and other written submissions of his/her subordinates. • Participates in the daily management of data on reported cases and activities of the unit at large. • Maintains a database and ensures that cases are recorded and uploaded in an orderly manner for statistical purposes. • Works collaboratively with colleagues to achieve organizational goals in accordance with standard operating procedures and in compliance with organizational regulations and rules. • Manages the resources and logistics of the unit, evaluate performance of supervisees. • Performs other duties as required. Work implies frequent interaction with the following: Supervisors and subordinates, Section Chiefs, Investigators, Legal Officers, Personnel, Logistics, and other administrative staff, local intelligence agencies, government officials, witnesses, and subjects. Results Expected: Provides leadership and management of multiple investigations. Monitors compliance with established procedures and policies resulting in the provision of thorough, accurate and well-written contributions allowing for the determination of accountability thereby supporting subsequent decisions by the management and possible use within the context of the Administration of Justice or Tribunal proceedings.
Competencies
Professionalism: Knowledge and understanding of theories, concepts and approaches relevant to investigations. Good research, analytical and problem-solving skills. Knowledge of various research methodologies and sources, including electronic sources on the Internet, intranet and other databases. Proficiency in software applications used in investigations. Ability to identify and analyze problems/issues and participate in their resolution. Proven ability to gather evidence and interview subjects and witnesses. Experience in forensic crime scene management. Ability to apply good judgment in the context of assignments given. Ability to plan work and manage conflicting priorities for self and others. Ability to gather and analyze electronic evidence. Ability to draft/edit, a variety of written reports especially with respect to the preparation of complex reports of investigation. Comprehensive knowledge of UN policies, procedures and operations including good knowledge of the conditions prevailing in areas where the United Nations conducts peacekeeping missions. Monitors progress against milestones and deadlines; regularly discusses performance and provides feedback and coaching to staff. Encourages risk-taking and supports creativity and initiative; actively supports the development and career aspirations of staff; appraises performance fairly.
Education
Advanced university degree (master’s degree or equivalent) in law, international law, criminal investigation, police studies or related fields. A combination of a first-level university degree in the field together with formal qualifications and/or certifications in investigations (military, police, federal/national intelligence agencies) and two additional years of qualifying work experience may be accepted in lieu of the advanced university degree. Formal qualifications and/or certifications in Investigations (pursuant to a course of study, training and examinations of a state/national law enforcement institution, a national military academy or a federal/national intelligence service training institution, supplemented with professional development courses and/or certifications involving study, training and examinations in investigatory work) in combination with four additional years of qualifying work experience may be accepted in lieu of the first-level university degree.

Work Experience
A minimum of seven years with an advanced degree in international law, criminal investigation, police studies or related fields. A first-level university degree in law, police studies or related fields together with formal qualifications and/or certifications in investigations (military, police, federal/national intelligence agencies) in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree is required. Experience in leadership, administration and investigation management is required. Experience with international investigation activities are required. Experience with an international or multilateral public institution is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. Fluency in English or French (both oral and written) is required. Knowledge of the other UN language is desirable.
Assessment
