Org. Setting and Reporting
This position is located in the United Nations Liquidation Entity (MINUSMA), Bamako duty station. The Chief of Unit, Medical will report directly to the Chief Service Delivery.
Responsibilities
Within delegated authority, the Chief of Unit, Medical will be responsible for the following duties: Managerial: • Supervises and coordinates medical services in the Mission. This includes management of medical support activities in the Mission, as outlined in the Medical Support Manual, for example, preparation and implementation of mass casualty plans, medical evacuation plans and procedures, and relationship with any external healthcare providers. • Provides day-to-day supervision of medical staff (Physicians ,Lab Services, Nursing , AMET). Evaluates staff performance, interviews/evaluates candidates for job openings. • Guides procurement Division to procure drugs, medical equipment, consumables and medical supplies. • Ensures availability of supplies and proper functioning of medical equipment. • Acts as a liaison point with UNHQ, providing advice on local conditions relevant to the health of staff in the Mission. • Ensures the implementation of policies and directives from the Medical Director, including incident reporting and performance reporting on the activities of the health service. • Manages the interface between the medical unit and staff counsellors, senior management of the mission, all specialized agencies, military physicians, physicians and representatives of laboratories, pharmaceutical companies, medical associations and societies. • Ensures a safe and secure working environment for medical staff. • Acts as Advisor for the Mission on medical matters. • Participates in Health Risk Assessments for duty stations as appropriate (e.g. health education, participates in mandated UN training activities and ensures ongoing valid registration as medical practitioner in one of the UN Member States, HIV/AIDS prevention, first aid and CPR). Leads and manages implementation of medical liquidation support plan. Clinical Duties: • Undertakes day-to-day clinical duties, e.g. walk-in clinic, responses to emergencies, medical examinations, immunizations, women’s health, etc. • Refers staff to outside specialists as necessary. • Follows-up with outside specialists. • Oversees and provides health education and health promotion programs. • Liaises with medical units in the Mission and host-nation facilities. • Ensures the implementation of adequate Infection Control measures in the clinic. • Follows the UN established policies and procedures regarding medical clearances, sick leave and medical evacuations. • Organizes/Participates in addressing work environment and occupational health issues. • Performs other related duties as required. Medico-Administrative Duties: • Prepares certification of sick leave. Ensures timely certification of sick leave requests as appropriate and manages sick leave cases in accordance with UN policies. • Advises the mission leadership on the necessity of medical evacuation of UN personnel. • Provides medical clearances. • Makes recommendations on medical evacuation. • Manages/Supports day-to-day operations.

Education
A first-level university degree that qualifies for registration as a licensed medical. practitioner (MD, MBBS, MBChB or equivalent) and current unrestricted registration with the medical licensing authority of one of the Members States of the United Nations is required. Post graduate training in one of the clinical medical specialties (Note – formal post-graduate training in Occupational Health, Tropical Medicine, General Practice or Primary Care would be regarded as a medical specialty). MD (or equivalent) degree along with qualifying experience may be accepted in lieu of post graduate training. Additional Post graduate qualifications public health or management is an advantage.
Job – Specific Qualification
• A technical or vocational certificate in Basic Life Support or Emergency Trauma Bag, Prehospital Trauma Life Support, Advanced Cardiac Life Support, Advanced Trauma Life Support or Equivalent is required • Certification in occupational medicine is desirable
Work Experience
A minimum of Seven (7) years of progressively responsible clinical experience including five (5) years of combined clinical and management experience is required. Experience in managing a large multicultural, multidisciplinary healthcare team, including budgeting, supervisory responsibilities and resource management at country, regional and global levels is required. Experience with medical field, pandemic, military or similar response in a United Nations Common System field operation (inclusive of peacekeeping missions, Agencies, Funds and Programmes) or similar international organizations or non-governmental organization in a conflict or post-conflict setting and/or developing country is desirable. 2 years or more of experience in handling complex organizational issues in data analytics or related area at local and international level is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this post, fluency in written and oral English is required. knowledge of French is desirable.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

• This Position is temporarily available within the UN Liquidation Entity (MINUSMA) until 30 November 2024, subject to budget approval.
