This position is located in the Internal Services and Administration Department (INTSERV). The Department comprises four units: Security management (SECURITY), Facilities Management (FACILITIES), Publications Production Management (PRODOC), Support and Mail Services (SUPPORT/MAIL), and the Departmental Support Team (DST).  INTSERV is responsible for a wide range of services regarding facilities and property management, environmental sustainability, occupational safety and health, security and safety, logistics and mail services, publishing and publication production management, diplomatic privileges, travel and transport and provision of other central services.  In addition to the service delivery at ILO headquarters, each unit provides, expertise advice and guidance in their respective domain to ILO headquarters and the field.
 
Under the supervision of the Director of INTSERV, the Chief of Project and Resilience Management is responsible for leading, directing and coordinating the security and facilities management function. The incumbent is also responsible for leading the implementation of the UN Organisational Resilience Management System (ORMS) in the ILO, with a particular focus on developing and maintaining business continuity planning and crisis management for INTSERV activities.  The incumbent also manages a wide range of strategic projects related to internal services and administration, requiring coordination and collaboration across the different units and with other departments at ILO headquarters as well as other external entities.  In addition, the position assumes the functions of the Deputy Director of the INTSERV Department.
The position reports to the Director, INTSERV.
Description of Duties:
  • Support the Director of INTSERV in managing the activities of the Department, in overseeing and ensuring timely completion of projects and the delivery of essential support functions within budget constraints.
  • As a member of the Management Team of the Department, contribute to the development and implementation of the strategic direction of the Department, including technological innovations and improvements in service delivery and efficient use of resources. Perform analysis, draft strategy papers and support the Director in preparing communications.  
  • Provide strategic inputs for the development of the programme and budget proposals to the Director.  Develop and monitor workplans, setting clear work objectives and ensuring timely and effective use of performance management  and feedback mechanisms based on objectives. Promote a learning environment, foster teamwork and support staff members in achieving their potential. Manage, motivate and develop staff under supervision.  
  • Identify new policy needs and update existing policies for INTSERV activities. Coordinate with the head of units in INTSERV and the departments in the Corporate Services cluster and the Office of the Legal Adviser on the drafting and updating of policies and related procedures.  Accompany and monitor the implementation.  
  • Manage the design and implementation of INTSERV’s strategic and change management projects in collaboration and coordination with the INTSERV units and with other stakeholders. 
  • Develop, implement, plan exercises and review the Business Continuity plan for INTSERV activities and responsibilities in collaboration with the unit heads and in consultation with the Office of the Treasurer who holds the overall responsibility for the ILO’s business continuity management.  
  • Update and maintain the crisis management plan covering incidents and disruptions occurring at ILO headquarters and impacting activities.  
  • Liaise with the Director of the Action Program (AP) on Decent Work and post-crisis situations to coordinate via the Country Crisis Cell, the immediate response to crises occurring in the ILO field locations. In coordination with the AP Director, stay informed of ILO ’s post-crisis planning and initiatives to ensure that security and safety considerations are identified at the earliest stage and can be taken into account.     
  • Coordinate ILO’s Organizational Resilience Management System (ORMS) activities with the responsible owners and actors of the core elements of the ORMS; monitor and report on the implementation in their respective areas. In addition to the coordination for INTSERV units, this requires coordination with DCOMM on crisis communication, with HRD on Emergency medical support and psychosocial support and with the Office of the Treasurer for the overall business continuity.  
  • Provide authoritative guidance and strategic direction to the Heads of Unit in SECURITY and FACILITIES, foster synergies and ensure coordination between the units and with other internal and external stakeholders is in place. 
  • Represent the Director as appropriate in internal bodies, inter-agency fora and other external events.  
  • Perform other relevant duties as assigned.
Desirable Profile:
  • The set of qualifications below are indicative of the type of experience, education, language skills, and competencies expected for this position. 
Education:
  • Advanced university degree in one of the following areas: Business or Public Administration, Engineering, Facilities Management, Security Management, international development studies, Law, Management or related fields. 
Experience:
  • At least 15 years of progressively responsible experience in at least one area relevant to facilities management, safety and security or other relevant corporate administrative services, including experience at the international level.  Proven experience in managing staff.
Languages:
  • Excellent command of two official languages (English, French) of the Organization. A working knowledge of a third official language (Spanish) would be an advantage.
