HousingFirst is an award-winning, regulated, not-for-profit organisation providing social and affordable housing to over 2000 people across Melbourne. One of Victoria’s largest and fastest-growing community housing organisations, HousingFirst enjoy excellent working relationships with their stakeholders, including local, state and federal governments, developers, financiers, regulators and industry organisations. They are a Registered Housing Association, regulated by the Victorian Housing Registrar, with over 35 years of financial, property development, rental, asset management and community development experience that has created some of Melbourne’s most attractive and liveable homes. With a strong balance sheet and financial performance HousingFirst continue to drive their mission to build affordable homes and local communities.

The HousingFirst 2021-2026 Strategic Plan ‘Building Stronger Together’ outlines an aspirational growth plan from 1900 homes under management today to 5000 homes by 2026.

The Chief Resident Services Officer (CRSO) is a key member of the Executive Team and supports the delivery of HousingFirst’s business strategy by developing and driving high performing systems and operations for tenancy management. This includes residential and community services design, delivery, policy, people and program development that will drive resident satisfaction and ensure HousingFirst exceeds KPIs both internally and as per the Housing Registrar.

The CRSO is ultimately responsible for the main income stream for HousingFirst, so will need to have strong financial acumen and the ability to work closely with both the Chief Commercial and the Chief Financial Officers, whilst reporting to the Chief Executive Officer. Direct reports include the General Manager Housing Services, Housing Projects Manager and the Coordinator Community Development, whilst also interacting with the Board, State and Commonwealth governments, peak bodies, private investors, and other community service organisations and partners. The CRSO is a key part of the HousingFirst growth strategy and will take responsibility for business planning, identifying opportunities for growth and ensuring compliance with the regulatory requirements. This is a role that is highly strategic balanced with the need to drive operational performance and cultural change.

The CRSO is a role that will suit someone who is self-motivated and prepared to roll-up their sleeves to quickly understand the HousingFirst Strategy and operations to build organisation intelligence and then prepare an organisational framework for high performance, including KPI’s and metrics. To be successful you will need to have strong experience and knowledge of the social housing sector or similarly regulated environment and in a role that has encompassed strategic planning and the delivery of operational excellence. You’ll possess sophisticated communication, influencing and negotiating abilities and be able to identify potential opportunities for growth and/or performance improvement. Importantly, you will be a contemporary and adaptive leader with a personal style and approach that is empathetic and able to engage with staff at all levels, and equally able to drive cultural change leading to high performance and accountability – commercial nous with a kind heart. Strong financial literacy, along with the ability to successfully deliver outcomes with competing priorities will be expected of the successful applicant. A working knowledge of government funding and procurement processes and cycles will be highly regarded.
