Org. Setting and Reporting
The United Nations Joint Staff Pension Fund was established in 1949 by the United Nations General Assembly to provide retirement, death, disability, and related benefits for staff of the United Nations and other member organizations of the Fund. The Pension Fund pays benefits in 17 currencies to more than 80,000 beneficiaries who reside in 190 countries, and services more than 140,000 participants who work in the 24 member organizations of the Pension Fund. The Fund has offices in New York (United States) and Geneva (Switzerland) and two liaison offices in Nairobi (Kenya) and Bangkok (Thailand), respectively. The United Nations Joint Staff Pension Fund-Pension Administration (UNJSPF-PA) comprises about 250 staff from diverse countries and cultures, based across four prominent duty stations (New York, Geneva, Bangkok, and Nairobi). Our office is located in the heart of Manhattan, within walking distance from the Grand Central Station hub, in a state-of-the-art facility (the One Dag Hammarskjöld building). Visit www.unjspf.org for more details. This position is located in the Business Support Section (BSS) in the Pension Administration (PA) of the UNJSPF. The incumbent reports to the Chief, BSS and will lead the work of a Procurement / contracts management team.
Responsibilities
Within delegated authority, the incumbent will be responsible for the following duties: • Serves as a senior procurement and contracting expert with responsibility for the world-wide procurement of a wide variety of supplies and services associated with highly complex (technically and legally) contracts and procurement activities for the UNJSPF/PA. • Provides technical advice on procurement activities to officials of substantive units across UNJSPF/PA during all phases of the procurement cycle. • Provide leadership to a procurement/contract management team. • Analyzes and evaluates procurement requests and ensures appropriateness of technical specifications. • Coordinate the procurement planning activities in UNJSPF/PA • Develops and prepares highly complex contracts for procurement of non-routine and technologically advanced commodities or long-range services; issues international tender invitations; evaluates responses to tender, and makes recommendations for finalization of purchases and award of contracts; signs procurement orders up to the authorized limit, and, in cases where the amount exceeds authorized signature authority, prepares submissions to the Contracts Committee for review and subsequent approval by the authorized official. • Develops new tactical approaches to contracts, as well as new methods for their application, based on market research. • Contributes to development of institutional procurement policies and procedures; develops standards and criteria for the evaluation of goods, services, supplier capacity, etc. • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Negotiations with all concerned parties, including the negotiation of disputes arising from contracts. • May carry out consultancy missions to the field. • Provides direction and guidance to more junior staff.

Ability to shape and influence agreements with requisitioning units and vendors. Ability to apply technical expertise to resolve a range of complex and/or sensitive issues/problems. Monitors progress against milestones and deadlines. Regularly discusses performance and provides feedback and coaching to staff. Encourages risk-taking and supports creativity and initiative. Actively supports the development and career aspirations of staff. Appraises performance fairly.
Education
Advanced university degree (Master’s degree or equivalent) in business administration, public administration, commerce, engineering, law or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of seven years of progressively responsible experience in procurement, contract management, administration or related area is required. Experience overseeing or managing procurement activities is required. Experience in undertaking UN procurement activities is required. Experience in creating procurement plans and providing procurement advice is required. A minimum of three years of experience in an international organization is desirable.
Languages
Fluency in one of the working languages of the UN Secretariat, English or French, (both oral and written) is required; knowledge of the other is desirable. Knowledge of another UN official language is an advantage.
Assessment
Evaluation of qualified candidates may include a desk review of candidates’ profiles or an assessment exercise which may be followed by competency-based interview.
Special Notice
This position is available through 31 December 2024 with the possibility of extension subject to availability of funding. • The applicable human resources procedures are governed by a Memorandum of Understanding (MoU) between the Fund and the UN Secretariat. United Nations Considerations
