Chief, Strategic Planning, Monitoring and Reporting Division is responsible directly to the Director of Education.
Responsibilities
– Leads on the Agency-wide educational planning function, in close coordination with the Chiefs at HQ and the Chiefs of Education in the five fields, and the Research, Monitoring & EMIS Unit, and supported by an Educational Planning Specialist; supports the Director of Education in the strategic planning of major departmental activities, including strategy formulation, budget preparation, class formation, studies and research, results reporting, advocacy, fundraising and project development for the Department’s interventions as necessary. – Acts as the main liaison between HQ (A) Education and the Field Education Programmes in matters related to ESF (in WBFO) and FESA (in JFO), including programmes and HR. Analyses any problems and issues; formulates options, strategies and policies, recommends solutions to systematically address any existing and potential issues; oversees the implementation and monitoring of such strategies and policies in coordination with the relevant Chiefs/Directors in HQs and the Fields. – Coordinates with other Departments, including the Department of Human Resources, Department of Finance, Department of Planning and other relevant entities as needed on any Agency-wide decisions relevant to education planning to ensure integration and cohesion in fulfilling the Agency’s objectives and acts as focal point for the Fields to ensure that information and updates are rapidly shared with them; establishes and maintains constructive work relationships with counterparts in the Host authorities within the area of operations. – Plans, leads,and manages the activities of the Strategic Planning, Monitoring and Reporting Division; establishes the annual work plan and follows up on its implementation through setting priorities, leading and supporting the staff to meet the set objectives and ensure optimal coordination in the work of the division within the department; recommends the budget and controls financial and other resources to ensure efficient utilisation of resources; manages the implementation of staff development plans for HQ education staff in the areas of Strategic Planning, Monitoring and Reporting; oversees the design and delivery of training and develops a knowledge base in his/her area of expertise as appropriate to ensure effective management and achievement of objectives. – Keeps abreast, and builds awareness, of new approaches, good practices and methods of work reflecting global and regional trends and experience; determines the Agency’s and Department’s needs in relation to areas under her/his responsibilities; reviews and recommends as appropriate areas of intervention, including revision of relevant policies, procedures, norms, instructions and implementation methods to ensure adequacy and relevance of reforms and initiatives. – Oversees the development and maintenance of reporting mechanisms, to ensure that evidence and education-relevant data (mainly based on EMIS as unified main source of education data) are regularly collected, analysed and reported upon; leads on the strategic analysis and interpretation of performance data and advises on trends analysis in the Division; is responsible for appropriate communication of the Division’s planning, key outputs and achievements within the Department, across the Agency, and externally in reports, press releases, donor communiques, briefings, and presentations. – Leads at strategic and operational levels UNRWA’s interactions with external audits and evaluations pertaining to the Education Programme Agency-wide, including understanding the terms of reference and providing guidance to relevant HQ entities and the fields; takes the lead on the review and coordination of responses to queries and oversees the follow up on recommended actions and observations. – Performs other duties as may be assigned by the supervisor.

Work Experience
– At least ten years of progressively responsible and relevant experience in educational planning and/or management /administration/supervision, including at least six years at a senior strategic planning and education management level in national, international or large educational organizations is required. – Advanced university degree from an accredited educational institution in education, management, social sciences or any field related to education is required . – Knowledge of approaches and trends in strategic planning and programme is desirable . – An internationally recognised project management qualification is desirable . – Knowledge of data management systems is desirable . – Advanced computer skills is desirable. – Field experience is desirable. – Excellent command of spoken and written English and Arabic is required . – Are you currently residing in Duty station. Special Notice
Type of Contract: Fixed Term Appointment Contract Type: Fixed Term Appointment for 3 years; including 1 year probation period, with the possibility of further extension, subject to the availability of funds, satisfactory performance, and continuing need. Grade and Salary: Grade 20 Monthly basic salary JD 1462.30 plus special occupational allowance (SOA) of 89.32% of the basic salary (SOA may change from time to time). Other benefits: Other benefits include monthly Provident Fund contribution (15.4% of basic salary paid by the Agency), compulsory medical insurance, 30 days of annual leave, and dependency allowance (if applicable).
