As per August 1st, 2024, or on mutual agreement, we are looking for a Chief Technical Advisor – Skills & Private Sector Development Advisor (F/M) – 80-100% based in Yangon/Myanmar.

This position includes two main components. As Chief Technical Advisor to the SCORE (Skills for Community Resilience and Empowerment) Project (50%), you will provide overall leadership and technical advice to the project team and consortium partners. Your remaining time (30-50%) will be spent advising other Skills, Jobs, and Income (SJI) projects in Myanmar.

The overall objective of the SCORE project is to contribute to a sustainable development by using human capital with education and training in conflict affected regions in Myanmar. The specific objectives are: (A) Access to inclusive and high-quality education is ensured through non-formal education offers, demand driven TVET and digital courses leading to jobs. (B) Inclusive mechanisms support access to information and resources for communities and especially private sector. Work-based learning, private sector approaches to TVET and shared planning of non-formal education and TVET and creation of new employment opportunities will sustainably contribute to the creation and use of human capital in Myanmar.
 

MAIN TASKS

  • Work with SCORE project manager to develop and implement an effective management system for the project assuming overall responsibility for successful project implementation.
  • Maintain relations with SCORE project consortium partners and the EU as project donor.
  • Lead planning, reporting and financial management of SCORE.
  • Maintain coordination and shared planning with a parallel EU-funded project – leveraging their experience and contributing Helvetas experience with vocation skills and youth employment.
  • Develop the technical capacities of partners to conduct analysis and trigger systemic changes to non-formal education, technical and vocational training, and youth entrepreneurship.
  • Advise other Skills, Jobs, and Income (SJI) projects in Myanmar on topics like access to domestic and international markets for MSMEs, and MEAL (Monitoring, Evaluation, Accountability, and Learning) systems (non-exhaustive list).

YOUR QUALIFICATIONS

  • Master’s degree in development studies, economics, education or in another relevant field.
  • Profound knowledge in Project Cycle Management, incl. MEAL, and four or more years managing development projects focusing on vocational education, skills, or employment with a private sector focus.
  • Experience with EU funded projects is a plus.
  • Strong leadership competencies with experience managing projects delivered through consortia.
  • Knowledge of the Market/Inclusive Systems Development approach.
  • Experience or strong interest in Nexus and humanitarian projects.
  • Strong planning, reporting, and financial management skills.
  • Experience in working in challenging security contexts and experience in conflict sensitive project management
  • Ability to work both independently and with teams, excellent facilitation skills, sensitivity for gender & social equity and the local culture
  • Ability to coach and build capacity of local project staff
  • Excellent spoken and written English; Myanmar language skills or a commitment to learn it are a distinct asset
  • Mastery of Microsoft Office 365 suite (Word, PowerPoint, Excel, Outlook), with knowledge of Kobo Toolbox, MS Power BI or high interest and willingness to learn.
