Under the general supervision of the Representative, the Chief Youth & Adolescent Development will lead the engagement and empowerment of young people in India, as well as UNICEF India’s contribution to GenU in coordination with the Secretariat, including the establishment of guidance and approaches for YuWaah partnerships. The post will onboard potential interested parties, and upon invitation, guide them in country level development and achievement of YuWaah goals, partnerships, guidance on landscape analysis, strategy, development of roadmaps, portfolios of investment opportunities and leveraging of resources to operationalize GenU partnerships, programmes and initiatives in India. S/he will work with the rest of the country partners and GenU team to identify opportunities for innovations at scale and cross-sector investments, will craft shared value partnerships, and mobilize financial and political capital.
- The Chief Youth & Adolescent Development will also work closely with the Government of India, partners including the Board and Leaders Council and internally at UNICEF with programme sections, particularly the Education and Child Protection sections, UNICEF state offices, as well as with cross-cutting areas such as innovation, resource mobilization and communications. This post will deliver a key role in ensuring the youth adolescent engagement in India and achievement of the Country Programme goals.
- Key functions/accountabilities of the Chief Youth & Adolescent Development
- Strategic advisory support to lead and strengthen YuWaah operationalization: The role involves coordinating UNICEF and youth-centered partnerships, guiding strategic implementation of YuWaah initiatives, providing technical advice, and influencing policies for youth empowerment and education.
- Advocacy, networking and Partnerships building: Lead strategic priorities for youth partnerships, expand YuWaah partnerships and resource mobilization, foster alliances, and build networks to achieve UNICEF India’s youth-focused goals.
- Monitoring, Research, Evaluation and Knowledge Management: Advise on formulating and implementing results frameworks, manage technical assistance, coordinate monitoring and evaluation, participate in reviews, and assess reports to enhance UNICEF’s contribution to YuWaah and the Country Investment Agenda.
- Programme Leadership, development and management through partnerships: Under direct supervision, manage and evaluate YuWaah’s country program, ensuring integration with UNICEF India’s priorities. Collaborate on program strategies, communications, resource mobilization, and ensure compliance and timely reporting.
- Managerial Leadership: Act as YuWaah’s focal point in India, managing communications, stakeholder engagement, and collaboration with GenU. Attend meetings, build a high-performance culture, oversee funding, and ensure regular progress reporting.
- Innovation and capacity building: Promote innovative approaches and best practices through advocacy and advisory services. Implement cutting-edge programme management, lead capacity building initiatives, and institutionalize knowledge to achieve sustainable results.

Minimum requirements:
Education:
- An advanced university degree in one of the following fields is required: international development/relations, social sciences, education, economics, business administration, public relations, or other relevant technical field/ disciplines.
Work Experience:
- A minimum of 10 years of progressively responsible professional experience of country-level work across regions developing partnerships, programme strategies, joint programmes and other multi-sectoral collaborations.
- Experience in programme management and/or private sector engagement/partnerships, as well as experience working in a multi-cultural environment.
- Substantial demonstrable experience in managing complex multi-stakeholder projects.
Language Requirements:
- Fluency in English is required. Knowledge of another official UN language is considered as an asset.
