Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

ILO Office for Türkiye has been sustaining technical support and responding to child labour in seasonal agriculture particularly the hazelnut sector through public-private partnership projects since 2013 in connection with “CPO TUR 101-Tripartite constituents take policy and programme action to eliminate child labour, with specific emphasis on children working in seasonal agriculture” under “Outcome 7 on Adequate and Effective Protection for All”.
“An Integrated Model for the Elimination of Worst Forms of Child Labour in Seasonal Agriculture in Hazelnut Harvesting in Türkiye” project is funded by the Association of Chocolate, Biscuit and Confectionery Industries of Europe (CAOBISCO) since 2013 to contribute to the elimination of the worst forms of child labour in seasonal agriculture in line with the Turkish Government’s strategy and the National Programme for the Elimination of Child Labour. The specific outcome of the project is improved legislation, enforcement, and policy coordination on child labour as well as national capacity to implement policy initiatives to increase access to quality education and sustainable livelihoods for vulnerable populations through scaling up the strategic intervention model to eliminate child labour in seasonal hazelnut harvesting. There is also, “Elimination of Worst Forms of Child Labour in Seasonal Agriculture in Hazelnut Harvesting Project” financed by Ferrero International S.A. aims to contribute to the elimination of the worst forms of child labour (WFCL) in seasonal agriculture, specifically to facilitate engagement between public and private sector actors for withdrawal and prevention of children from worst forms of child labour in seasonal agriculture in hazelnut harvesting. The ILO is operationally and technically responsible for the referred projects which will be implemented and managed by the ILO in close cooperation with the Directorate General of Labour of the MoLSS and social partners.
The Child Labour Officer will be the responsible person for the smooth implementation of the project according to ILO rules, donor requirements and in line with project cycle management principles and undertake the below mentioned duties.
Reporting lines
The Child Labour Officer will report to the Senior Project Coordinators of both the FERRERO and CAOBISCO projects, who provide both technical guidance and overall supervision under the Director of the ILO Office for Türkiye.
1. Provide timely guidance and support to project team members, stakeholders, and institutions, briefing ILO specialists, and visiting officials on program details, while ensuring the smooth implementation of project activities.
2. Collect data and information regarding the progress of achievement of project indicators and outputs; prepare and submit reports on progress to the project management.
3. Draft and edit official correspondence, statements, and speeches regarding the eradication of child labour in seasonal agriculture, while also preparing necessary procurement documents like Terms of References and Minute Sheets.
4. Coordinate necessary referral and counselling as part of the multi-staged intervention consisting of identification, referral, counselling, rehabilitation and monitoring of children.
5. Prepare briefs, background information, periodical reports on project activities and child labour. Follow-up on delayed documents, clarify information, and answer questions about clearance and processing requirements to support successful completion of agreed activities.
6. Provide input to project progress reports, periodic reports, and ad hoc reporting requests on project activities and cross check the progress through monitoring missions. Based on progress information prepare briefs and official correspondence, statements and speeches and other public information material on the elimination of child labour in seasonal agriculture.
7. Undertake regular missions to project sites independently or accompanying others and conduct regular meetings with stakeholders and beneficiaries.
8. Perform other duties as may be assigned by the Director of ILO Office for Türkiye.
First level university degree in economics, finance, business administration, public administration, social sciences, or related fields.
– At least two years of professional experience in the fields of elimination of child labour, social policy and services, public affairs, employment, and social integration of vulnerable groups.
– Experience in project/programme management – designing, implementation and monitoring of projects/programmes in the field of social policies.
– Experience in working with vulnerable groups including children will be an asset.
Technical requirements: Good knowledge of social policies, social services, employment, and public affairs.
Excellent knowledge of Turkish and a good knowledge of English.
– Good interpersonal and communication skills.
– Ability to communicate effectively both orally and in writing.
– Ability to interpret project information and to identify and analyse problems with implementation.
– Strong analytical skills and ability to justify requirements and approaches to problem solving
– Knowledge of the ILO’s mandate and its programme of activities as well as social partners and actors in the sector.
– Good drafting skills.
– Good knowledge of ILO’s standards on child labour.
– Demonstrate collaborative and team work experience and ability to work effectively with a multicultural and interdisciplinary team as well as work on his/her own initiative
– Ability to work in a multicultural environment and gender-sensitive attitude are also required.
