Triangle Génération Humanitaire (TGH) is an international non-governmental organization (NGO) designing and implementing emergency, post-emergency, and development programs since 1994. The programs fall within the fields of water, hygiene, and sanitation (WASH), civil engineering (Shelter), food security, rural development (Livelihood), socio-educational child protection, and psychosocial support (Protection). In 2022, its committed teams operate in 10 countries in Asia, Africa, and Middle East Region.

 

TGH has been working in Iraq since June 2013, providing WASH in schools, winterization distribution, cash for education, Case management, and psychosocial support as well as livelihood activities to Syrian refugees and IDPs in KRI. TGH developed its expertise in delivering Child Protection assistance to displaced, refugee, and host children in camp and out-of-camp settings. TGH had worked in the capacity building of the General Directorate of Social Care and Development (GDSCD, more commonly referred to as DoSA / Ministry of Labor and Social Affairs (MoLSA) in the Kurdistan Region of Iraq (KR-I), the Social Protection Department in Ninewa and a National NGO in the Centre and South of Federal Iraq to strengthen the child protection case management systems.

 

The present project “Climate-Resilient Agriculture, Livelihoods, and Protection for Vulnerable Communities in southern Iraq.” is to enhance the resilience of agriculture, livelihoods, and protection needs of vulnerable farming families in Al-Muthanna and Thi Qar by implementing climate-resilient practices; contributing to the long-term well-being and security of communities in the face of climate change impacts. TGH will focus on enhancing community-led engagement to address underlying protection issues stemming from climate-change, and build community resilience and capacity to withstand and adapt to shocks.

 

Action Against Hunger (ACF), in consortium with Triangle Generation Humanitaire (TGH) and Secours Islamique France (SIF) will build the resilience, leadership and response capacities of communities to climate risks. Through this project, the consortium will employ Climate-Smart Agriculture strategies and protection approaches to mitigate the effects of climate change and enhance the resilience of vulnerable women, men, youth (girls and boys) impacted by climate change, and economic crisis in Thi Qar and Al-Muthanna governorates.

 

Under the first pillar, TGH will focus on addressing underlying protection issues such as child labor, out-of-school, sexual abuse, domestic violence, and mental health stemming from climate change impacts through establishing and supporting community centers in the targeted locations; this pillar will also build the resilience of the communities through awareness session protection related and community events, Focus Group Discussions (FGD) and provide parenting and child protection training.

 

JOB VACANCY

Position:          Child Protection Officer

Work place:      Based in Thiqar or Muthana with daily field work to in both areas

Duration:            Fixed term contract, 10 months

Status:                National position

Under Supervision of: This position is under the responsibility of the Child Protection Project Manager

 

Direct management of: PSS workers and Case Workers
Functional links: HR, LOG and Security 

Salary range: the salary for this position will be 1575 USD under the category D07 of TGH salary scale

JOB OBJECTIVE

The Child Protection Officer provides technical support for all CP Workers who are supporting conflict affected children and families through case management, life skills services and psychosocial support activities in the targeted areas.

The Child Protection Officer supports technically the CP Workers and is in charge of following up all child protection activities to support the planning and implementation of child protection activities in the targeted areas.

Child Protection officer falls under the direct supervision of Child Protection Project Manager.

The Child Protection officer will be based in Thiqar or Muthana along with the Project management team (Project Manager and CP Workers) with regular trips to the intervention areas in Thiqar and Muthana.

Trips to Erbil are likely to be organized to meet with TGH coordination team.

Tasks and Responsibilities

Responsibility 1: Technical support to Child Protection activities

Task 1- In collaboration with the Project Manager, provides technical support in Child Protection to the field team to ensure the good quality of the intervention.

Task 2- Ensures all protection concerns identified are communicated in timely manner to the concerned project team management and the Child Protection Project Manager.

Task 3- Ensures capacity building to the team regarding Child Protection topics (including PFA, structured and non-structured PSS, Case Management…)

Task 4- Provides technical support in the design and implementation of Child Protection awareness events and campaigns

Task 5- In coordination with the Project Manager, ensures the appropriate psychosocial activities are provided for children in the intervention location and mainstream children’s well-being in all activities (child protection, youth empowerment)

Task 6- Develops and encourages innovative activities in Child Protection.

Responsibility 2:  Supervision of Case management and PSS activities 

Task 1- Participates in the identification and selection of the most Vulnerable children / adolescents at risk, according to standard vulnerability criteria.

Task 2- Ensures that all CP Workers are following the Standard Operating Procedures (SOPs) Guideline and tools for case management process (from identification to closure or transfer, including referrals to specialized services).

Task 3- Establishes the appropriate case management monitoring and follow-up, including being in charge of the Case Management database.

Task 4- Follow up and validate all the Cash for Protection reports at all stages and make sure CP Workers are writing sound and professional reports.

Task 5- Supervise all PSS, SPSS, and Individual PSS activities, and participate with the field staff in making implementation plans.

Task 6- Ensures that urgent and challenging cases are immediately discussed with direct supervisors and technical advisor.

Task 7- Organizes regular internal meetings with TGH CP workers to provide technical support in case management and PSS.

Task 8- Ensures effective referral pathways of existing services to which children and families can be referred to. Is responsible for referring the cases to relevant partners and appropriate service providers.

Task 9- In coordination with the team, ensures that all CP Workers are following the TGH PSS Guideline and tools for Psychosocial Support activities.

Task 10- Ensures the respect of confidentiality, TGH ethical guidelines and Child Protection Policy.

Task 11- Maintain effective collaboration with communities, partners, NGOs & UN agencies with the Project Manager.

Responsibility 3: Monitoring and Reporting activities

Task 1- In collaboration with the Project Manager and Grants and MEAL Officer, participates to the improvement of child protection monitoring tools (PSS database, Case management database, child well-being evaluation, other tools)

Task 2- Responsible for ensuring all case management and PSS data is properly and regularly collected, analysed and reported to the Project Manager.

Task 3- In close collaboration with the CP team, prepare daily/weekly activity plans and reports for case management and PSS activities.

Task 4- In Collaboration with Grants and MEAL Officer, participates in evaluation and project’s impact assessments.

Task 5- Shares the challenges and difficulties that CP Workers faced in the field with the Project Manager. 

Responsibility 4: Other Tasks

Task 1- Participates in TGH internal meetings

Task 2- Participates in the performance evaluation of project team ( CP Workers)

Task 3– Participates in relevant JCFs and working groups in Child Protection

Task 4- Translates from Arabic to English and vice versa, when requested.

Task 5- Contributes to needs assessment for any possible/future protection project.

Qualifications & Preferred Skills

 

ESSENTIAL QUALIFICATIONS & EXPERIENCE

·         A minimum Bachelor’s degree in management, social work, psychology, pedagogy, international relations, or community development with a focus on children and/or youth or another related field of studies.

·         At least three years experience in child protection, particularly in community-based protection, parenting program, PSS and Case management.

·         Proven experience in team management and supervision.

·         Proven experience in child protection case management supervision

·         Experience in community mobilization and conducting outreach activities.

  • Strong knowledge on Psychosocial First Aid (PFA), Gender Based Violence (GBV) and others.
  • Strong knowledge on Standard Operating Procedures for Child Protection Case Management (SOP) or other official guideline and tools.
  • Good capacity to provide active participation and creativity stimulation of the children.
  • Good communication and social skills to establish relationships with different communities.
  • Computer skills (MS Office).
  • Fluency in written and spoken in Arabic and English.
  • Strong organizational and reporting skills.
  • Very creative, active, positive and flexible.
  • Strongly motivated by humanitarian work.

Languages, mandatory: Fluency in written and spoken Arabic and English.
