Context

On September 10th 2023, the Mediterranean Storm Daniel made landfall in Libya causing severe weather conditions, which led to catastrophic floods, affecting the east of Libyan (Benghazi, Tobruk, Toukra, Talmeitha, Almarj, Taknes (Al Jabal Al Akhdar), Al Owailia, Albayda, Shahhat, Sousa and Derna). 35,000 individuals, of whom at least 40 per cent were children were affected. In addition to an estimated death toll of 11,300., the floods precipitated widespread displacement- including over 16,000 children, with concerns for unaccompanied and separated children in particular. Critical infrastructure, including hospitals, schools, and roads were destroyed or damaged, access to basic protection services disrupted, and livelihoods lost. Combined, these amount to significant protection risks for children- including psychological distress.
Given significant child protection needs, UNICEF Libya- through its implementing partners- is coordinating with NGOs and INGOs working on the ground to respond and collaborating with Libyan authorities and municipal councils to provide a timely response to the most affected children, including MHPSS, case management and referrals, parenting programmes, and community awareness.
The role of the Child Protection UNV will focus on supporting to implement emergency partnerships (E-PDs) through NGOs and CSOs, as well as support in on-going Child protection programmes, This involves ongoing partnership, capacity development, technical support, workshop/trainings coordination, draft reports and Monitoring and evaluation. The UNV’s role will contribute particularly on Output 2 and Output 3- service delivery at community and individual levels.
UNICEF’s programmes are aligned with the Sustainable Development Goals (SDGs), particularly SDG 16 (Promote just, peaceful and inclusive societies) By addressing Child protection needs, UNICEF aims to improve the quality of life for children and their over-all protection and wellbeing, while fostering effective partnerships to achieve sustainable development.

Task description

Within the delegated authority and under the direct supervision of the Child Protection Officer in Benghazi Field Office and the overall technical guidance of the Chief Child Protection in the country office, the UNV Child Protection will carry out the following tasks/responsibilities:
1. Management &Support to programme development and planning:
– UN Volunteer will directly report to the Child protection Officer in the UNICEF East office and will work with the child protection team on the east-based projects.
– Prepare draft inputs for programmatic reports through data collection from partners and observations during programme monitoring visits (PMVs), in addition to situation updates and ad hoc requests for programme updates/ donor reports
– Ensure accuracy, timeliness and relevance of information.
– Provide technical and administrative support throughout all stages of programming and provide guidance and support to UNICEF IPs working in the east of Libya, in line with the Child Protection Country Programme Document (CPD) and Workplan.
2. Programme management, monitoring and delivery of results
– Work closely and collaboratively with colleagues and partners to collect, analyze and share information on implementation issues, suggest solutions on routine programme implementation and submit reports to Child Protection Section. Keep record of reports and assessments for easy reference and/or to capture and institutionalize lessons learned.
– Participate in monitoring and evaluation exercises, as well as programme meetings with the Child Protection team and other sections. Contribute to the overall review of situation and progress of program implementation in affected areas in the East of Libya.
– Monitor and report on the use of sectoral programme resources (financial, administrative and other assets), ensuring IPs comply with the approved allocations, goals, organizational rules, and standards of accountability and integrity.
– Report on issues identified to ensure timely resolution by management and stakeholders. Follow up on unresolved issues to ensure resolution.
– Contribute to situation reports, special reports and donor reports.
3. Technical and operational support to programme implementation
– Undertake field visits and surveys and collect and share reports with Child Protection Section, who will inform partners and stakeholders.
4. Networking and partnership building
– Participate in network meetings or working groups as needed when requested by supervisor and provide follow-up points from meetings attended.
– Research and share any opportunities of development in an area with great need by identifying suitable network-channels and supportive partnerships.
– Advocacy to promote awareness, establish partnership/alliances and support fund raising for child protection programmes.
5. Innovation, knowledge management and capacity building
– Identify, capture, synthesize, and share lessons learned for knowledge development and to build the capacity of stakeholders.
– Apply innovative approaches and promote good practices to support the implementation and delivery of concrete and sustainable programme results.
– Participate as a resource person in capacity building initiatives to enhance the competencies of beneficiaries and stakeholders.
– Any other related tasks as may be required or assigned by the supervisor.
The UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:
• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
• Be acquainted with and build on traditional and/or local forms of volunteerism in the host country.
• Provide annual and end of assignment self-reports on UN Volunteer actions, results and opportunities.
• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
• Assist with the UNV Buddy Programme for newly arrived UN Volunteers;
• Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
Results/expected outputs:
• As an active UNICEF team member, efficient, timely, responsive, client-friendly and high-quality support rendered to UNICEF and its beneficiaries in the accomplishment of her/his functions, including the support provided by the UNV Child Protection officer, which will enable the Country Office to achieve the Child protection -related output results of the country programme. This, in turn, will contribute to the achievement of the outcome results of the Country Programme Document. When done effectively, the achievement of the outcome results will improve child safety and development and reduce inequalities in the country.
• Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment
• A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed
