Triangle Génération Humanitaire (TGH) is an international non-governmental organization (NGO) designing and implementing emergency, post-emergency, and development programs since 1994. The programs fall within the fields of water, hygiene, and sanitation (WASH), civil engineering (Shelter), food security, rural development (Livelihood), socio-educational child protection,n and psychosocial support (Protection). In 2022, its committed teams operate in 10 countries in Asia, Africa, and Middle East Region.

 

TGH has been working in Iraq since June 2013, providing WASH in schools, winterization distribution, cash for education, Case management, and psychosocial support as well as livelihood activities to Syrian refugees and IDPs in KRI. TGH developed its expertise in delivering Child Protection assistance to displaced, refugee, and host children in camp and out-of-camp settings. TGH had worked in the capacity building of the General Directorate of Social Care and Development (GDSCD, more commonly referred to as DoSA / Ministry of Labor and Social Affairs (MoLSA) in the Kurdistan Region of Iraq (KR-I), the Social Protection Department in Ninewa and a National NGO in the Centre and South of Federal Iraq to strengthen the child protection case management systems.

 

The present project “Climate-Resilient Agriculture, Livelihoods, and Protection for Vulnerable Communities in southern Iraq.” is to enhance the resilience of agriculture, livelihoods, and protection needs of vulnerable farming families in Al-Muthanna and Thi Qar by implementing climate-resilient practices; contributing to the long-term well-being and security of communities in the face of climate change impacts. TGH will focus on enhancing community-led engagement to address underlying protection issues stemming from climate-change, and build community resilience and capacity to withstand and adapt to shocks.

 

Action Against Hunger (ACF), in consortium with Triangle Generation Humanitaire (TGH) and Secours Islamique France (SIF) will build the resilience, leadership and response capacities of communities to climate risks. Through this project, the consortium will employ Climate-Smart Agriculture strategies and protection approaches to mitigate the effects of climate change and enhance the resilience of vulnerable women, men, youth (girls and boys) impacted by climate change, and economic crisis in Thi Qar and Al-Muthanna governorates.

 

Under the first pillar, TGH will focus on addressing underlying protection issues such as child labor, out-of-school, sexual abuse, domestic violence, and mental health stemming from climate change impacts through establishing and supporting community centers in the targeted locations; this pillar will also build the resilience of the communities through awareness session protection related and community events, Focus Group Discussions (FGD) and provide parenting and child protection training.

 

 

JOB VACANCY

Position:            Project Manager (Child Protection)

Workplace:        Based in Thiqar or Muthana, with frequent travels to between the two governorates and Erbil office

Duration:            Fixed-term contract from the beginning of 1 October 2024 until 31 August 2025, pending confirmation of funding

Status:                National

Under Supervision of: This position is under the responsibility of the Country Director

Direct management of: CP Officer
Functional links: HR, LOG and Security PSS workers and Case Workers

Salary range: the salary for this position will be 2116USD under the category F09 of TGH salary scale

JOB OBJECTIVE

Under the management of the Country Director, the overall objective of the Project Manager is to manage & coordinate the implementation of TGH activities in Thiqar and Muthana according to TGH technical guidelines. More specifically:

§  To ensure that the child protection project activities are implemented according to international standards, best practices, and donor requirements;

§  Ensure that daily field activities are performed according to the set work plans;

§  To ensure that all staff working on the project are able to perform their duties and receive mentorship and supervision;

§  To provide overall technical and administrative guidance to the Child Protection teams;

§  To provide guidance to the staff in emergency situations;

§  Represent and coordinate the TGH project with other child protection agencies, actors and related communities and platforms.

 

S/he will ensure the quality and effective implementation of the child protection project of TGH in the areas of intervention. S/he will directly supervise the Child Protection Officer, who in turn line manages 4 child protection workers.

Tasks and responsibilities

Responsibility 1: Project Management:

Task 1- He/she will lead the design, supervision, and implementation of activities in all project locations, in accordance with multiple objectives, activities, and targets outlined within current donor proposals and in line with the projects’ budget.

Task 2- She/he ensures the proper implementation, supervision, and monitoring of the project activities (Child Protection Community-base Structures, Community-led events and awareness raising, parenting program training, capacity building, supporting community centers, cash for work, and life skills training) by drawing precise action plans, including setting the objectives, work plans, and activity timetable in order to achieve project results.

Task 3- S/he will be responsible for training CP and non-CP actors including social workers, teachers, and community members on Child Protection related issues in Thiqar and Muthana.

Task 4- In Close collaboration with Country Director, s/he will develop the overall project implementation strategy, systems, approaches, tools, and materials and will adapt project activities to the evolving context if necessary.

Task 5- She/he assesses the effectiveness of child protection activities throughout the project, using Monitoring & Evaluation tools.

Task 6- She/he proposes any relevant change of strategy or implementation change if needed.

Task 7- She/he organizes regular meetings with the team to ensure the continuity of good practices in project implementation and coordination amongst the teams.

Task 8– S/he leads the conduction of needs assessments, awareness raising, and information activities with the support of the TGH Coordination team and HQ Protection Technical Unit.

Task 9- S/he coordinates with consortium partners’ activities and budget follow-up, in close coordination with and with the support of the Country Director.

Responsibility 2: Human Resources

Task 1- S/he will be in charge of recruiting the necessary staff dedicated to the project, following TGH procedures, and in close collaboration with the HR department.

Task 2- S/he manages a team dedicated to the project operating in Thiqar and Muthana. In close collaboration with the Country Director and/or other internal staff, s/he ensures the provision of training to the project team.

Task 3- S/he will conduct pieces of training including SPSS programs, child protection principles, case management, and other child protection-related issues for CP staff members to sensitize CP issues

Task 4- S/he ensures a proper follow-up of the staff under her/his supervision and coordinates with the HR department for leave follow-up, salary, etc.

 Task 5- S/he takes the lead on all performance management tasks, including but not limited to bi-weekly/monthly support meetings to all staff (facilitated by their line manager); performance evaluations conducted over the course of the project; day-to-day support as needed by officers, coaches, and promoters.

Task 6- S/he will maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to perform in their positions successfully.

Task 7- S/he takes responsibility for ensuring HR procedures are known to and followed by all staff, and that any diversion from TGH HR procedures is appropriately addressed.

 

Responsibility 3: Logistics, administration and finance

Task 1- S/he manages logistical and administrative issues related to the implementation of project activities.

Task 2- S/he makes sure that logistical, administrative and financial procedures linked to project implementation are established and alerts her/his superiors if gaps are observed in order to take relevant corrective action.

Task 3- S/he ensures budget follow-up, participates actively in dedicated meetings, monitors the efficiency in the implementation of the projects (adequacy between means and resources allocated), and informs the superior in case of a gap.

Task 4- S/he supports the logistics department in the preparation of the procurement plan and follows the procurement process according to TGH procedures.

 

Responsibility 4: Internal coordination

Task 1- S/he participates in internal coordination meetings and communicates regularly (by the direct presence or through Skype) with the Country Director.

Task 2- S/he communicates with the Country Director and the technical referent at the headquarters level on the project evolution, the technical problems faced, the potential risks, and proposed solutions.

Task 3- S/he works in close partnership with the Country Director to develop and/or improve monitoring tools and reporting templates, provides these to the team, and ensures their understanding and implementation to follow-up the project

Task 4- S/he participates in bi-weekly internal coordination meetings and communicates regularly with the Country Director.

Task 5- S/he meets monthly with the Country Director and Grants and MEAL Officer to review progress against targets on contractual and soft indicators, and to ensure continuity of good practices and sharing of challenges/lessons learned.

 

Responsibility 5: Representation and external coordination

Task 1- S/he ensures the external representation of the project and liaises with authorities, as well as with relevant UN Agencies, JCF and NGOs (national & international) especially those operating in the areas of intervention.

Task 2- At the request of her/his superiors, s/he represents TGH with donors, partners, local authorities and stakeholders involved in the implementation of other projects.

Task 3- S/he regularly attends and actively participates in relevant JCF working groups and shares the minutes of meetings.

 

Responsibility 6: Reporting

Task 1- S/he participates in writing the quarterly, intermediary, and final reports for the donor.

Task 2- In close coordination with Grants and MEAL Officer, S/he is responsible for the data collection, entry, monitoring, evaluation, and learning (MEAL) of the project. S/he supports Grants and MEAL Officer to develop and update relevant tools to monitor the progress and the quality of the project. S/he compiles and analyses the data and elaborates reports.

Task 3- S/he is responsible for conducting a Child Protection assessment in both targeted locations and producing an assessment report presenting and analyzing collected data.

Task 4 – S/he capitalizes on the lessons learned and contributes to the development of SOPs.

 

Responsibility 7: Communication

 

Task 1- S/he contributes to defining and finalizing the communication plan for the project.

Task 2- S/he provides the Grants and MEAL Officer and HQ with photos, and success stories (Website, Facebook, Twitter).

 

Responsibility 8: Security

Task 1- S/he contributes to efforts aimed at ensuring compliance with safety rules and transmits all information related to safety concerns to her/his line manager.

Task 2- S/he ensures the application/respect of the security rules and follow-up of the security guidelines.

 

Responsibility 9: Participate in the development of new projects

 

Task 1– S/he participates in the design and conduction of needs assessments for new projects when requested.

Task 2- S/he participates in writing any possible/future youth empowerment and engagement concept notes, project proposals, tools, resources, etc.

Qualifications & Preferred Skills

 

ESSENTIAL QUALIFICATIONS & EXPERIENCE

·         A minimum Bachelor’s degree in management, social work, psychology, pedagogy, international relations, or community development with a focus on children and/or youth or another related field of studies.

·         At least three years experience in a management position (with direct supervision of staff in a cross-cultural setting) with an NGO/UN.

·         At least 3 years of experience implementing and leading child protection programs as a PM or deputy.

·         Proven track record in capacity building, coaching, and mentoring of staff.

·         Accuracy and professionalism in document production and editing; familiarity with tools and approaches of communications for development;

·         Well-versed with Humanitarian Principles, Protection Principles, and internationally recognized minimum standards in Child Protection, including the Convention on the Rights of the Child.

·         Strong understanding of the humanitarian context and coordination mechanisms in Iraq.

·         Excellent communication and interpersonal skills; strongly diplomatic and capable of leading on difficult mediation and negotiations;

·         Solid programmatic, organizational planning, and reporting skills;

·         Excellent knowledge of Microsoft Office (with a focus on Excel, Word, and PowerPoint);

·         Creative, proactive, positive, and flexible;

·         Very high mobility required, strongly motivated by humanitarian work ethics.

Languages: Mandatory: Fluency in written and spoken English and Arabic.
