Child Protection Team Leader

Overall purpose of the role:

 The Child Protection Team Leader works as part of DRC’s team under the direct supervision of the Protection Coordinator and guidance support of the Protection Manager. The role is based in Kasulu/Kibondo and shall conduct regular field visits to the host villages near by Nyarugusu and Nduta refugee camp.

The Child Protection Team Leader will lead the Child Protection programme in Nyarugusu or Nduta camp. S/he will have overall responsibilities for programme activities and coordinate effective and efficient programme planning. S/he will be responsible for the management of CP activity budgets provide line management and supervision to all CP staff and represent DRC in all field-level coordination meetings

Program Responsibilitie

  • Provide technical support to child protection teams including capacity building and support for activities and updating of deliverable CP project.
  • Coordinate, compile, review, and edit all project reporting (both internal and external), ensuring high quality and timely report submission in line with donor compliance requirements, managing monthly and quarterly reports.
  • Organize and lead child protection meetings and support the teams through training and mentorship for staff’s improvement.
  • Working closely with the Protection coordinator and Protection Manager to design proposal development, fundraising, project planning, and implementation.
  • Develop and maintain strong working relationships with stakeholders, Government, UNHCR, and NGOs to enhance multi-agency and multi-sectoral cooperation and coordination.
  • Strengthen DRC’s partnership, collaboration, and mainstreaming of solutions approach in DRC’s programme.
  • Develop and maintain good relations with the persons of concern, relevant stakeholders, and other humanitarian actors, to support adequate implementation and coordination of DRC’s sector activities.
  • Coordinate and monitor the overall implementation of CP program activities in the camp/host communities based on established indicators, including collecting and analyzing data and information for reporting.
  • Supervise and support the day to day activities including Birth registration, case management/psychosocial support, follow-up and advocacy to meet beneficiaries’ needs, community mobilization to prevent children at risk, build community capacity to prevent and respond to child protection.

Data collection and reporting

  • With support from the Information Management Officer and MEAL department track indicators, maintain, update, and analyze data on Child case management, psychosocial support, community-based child protection, birth registration, and indicator.
  • With support from officers, prepare and submit timely and quality weekly, monthly, quality and other donor reports as per the donor requirements. Accountable for meeting reporting deadlines.
  • Support and work closely with CP Information Management officer and M&E on program data collection, track indicators, maintain, update, and analyze data on child protection activity and indicators.
  • Collaboration with the Protection Coordinator, CP officer, and M&E department, participate in CP rapid assessment and/or other CP program related assessment, and contribute to the CP overall intervention strategy based on feedback received from women, men, boys, and girls throughout community mobilization and engagement.
  • Work with the Information Management Officer to ensure safe and ethical data collection and sharing based on agreed procedures and protocols.
  • Undertake additional work-related duties as agreed upon by the protection coordinator and Protection manager.

Program management

  • With the support and collaboration of the protection Coordinator, BID specialist, and Protection Manager participate in all CP budget planning; accountable for developing and maintaining work plans, spending and procurement plans, tracking expenditures, and ensuring all CP activities are allowable and allocated according to DRC and donor compliance and regulations.
  • Supervise the CP team and recruitment of incentive workers.
  • Ensure efficient and effective program implementation while following the budget and work plan
  • Lead preparation of monthly/quarterly/annual highlights/reports, proposals, and budgets for donors.
  • Take initiative on procurement, working with the Protection Coordinator, Protection Manager, and Supply chain to ensure a smooth procurement process and correct use of budget spending.

Logistics/Finance

  • Lead the monitoring of financial commitments and expenditures against budgets and provide timely feedback on budget follow-up
  • Plan and coordinate proactively logistics and movements of staff from and to different operational areas
  • Initiate procurements and ensure their execution
  • Ensure distribution plans are prepared and shared with logistics promptly.

Experience and technical competencies: (include years of experience)

  • Minimum of 3-4 years of experience in Child Protection or Social work in humanitarian or development programming in refugee protection, working for international organizations, UN agencies, relevant ministries, or local authorities.
  • Strong knowledge of project cycle management.
  • Knowledge and experience in working with national government and devolved units.
  • Knowledge of database use and management.
  • Excellent writing and editing skills in English for external audiences (including governments and donors).
  • Excellent interpersonal, written, and verbal communication skills.
  • Good personal organizational skills, including time management, teamwork, ability to meet deadlines, and work under pressure with minimal supervision.

Education:

Bachelor’s degree in law, Political Science, Gender and Development, Social science studies, and other relevant fields in well recognized college or university (preferred)

Languages:

Good proficiency in written and spoken English, and Swahili. Kirundi is an added advantage
