JOB DESCRIPTION

Aid Gate Organization (AGO) is hiring a qualified and experienced Civil Engineer to support the implementation of a livelihoods and agriculture-focused project in Al Lamyia, Maysan. The core responsibility of the Civil Engineer will be to oversee the construction of a grain mill, ensuring it is designed, built, and maintained in accordance with quality standards, safety regulations, and project timelines. The engineer will also provide technical oversight of any additional infrastructure works, ensuring they are environmentally sustainable and meet the needs of the targeted community. The Civil Engineer will work closely with the Project Manager and technical staff to ensure efficient coordination of fieldwork.

MAIN RESPONSIBILITIES

• Lead the planning, design, and supervision of the construction of the grain mill in coordination with the Project Manager.
• Conduct technical site assessments, develop construction plans and drawings, and prepare bill of quantities (BoQs) and material specifications.
• Monitor day-to-day construction activities, ensuring work is carried out according to specifications, timelines, safety standards, and quality requirements.
• Supervise contractors and laborers on-site, ensuring that materials and workmanship comply with engineering standards and project guidelines.
• Collaborate with procurement and logistics teams to ensure timely delivery of construction materials and equipment.
• Identify potential construction-related risks or delays and propose practical solutions.
• Ensure that environmental protection, sustainability, and community safety measures are incorporated into the construction work.
• Maintain clear and detailed records of construction activities, progress reports, and technical documentation.
• Coordinate closely with local authorities and community stakeholders to ensure acceptance and ownership of the infrastructure.
• Provide technical input and advice on any additional minor infrastructure works needed for the project.
• Support the training of field teams or community members on maintenance and basic engineering principles if required.
• Ensure compliance with AGO’s engineering and safety policies as well as donor and national construction standards.
• Report to the Project Manager and provide regular updates on construction milestones and issues.

COMPETENCIES

• Bachelor’s degree in civil engineering or a closely related field; Master’s degree is an asset.
• Minimum 5 years of practical experience in construction project management, including infrastructure work in rural or humanitarian settings.
• Proven experience in supervising building construction from start to finish, ideally involving agricultural or food-processing infrastructure.
• Strong knowledge of structural engineering principles, construction safety protocols, and quality assurance standards.
• Proficient in AutoCAD, engineering software, and MS Office.
• Fluent in Arabic; basic understanding of English preferred.
• Strong communication skills and ability to work in remote or rural areas under challenging conditions.
• Excellent organizational and problem-solving skills.

• In-depth knowledge of construction practices, materials, and national engineering codes.
• Proven ability to manage contractors, oversee construction teams, and ensure project delivery within deadlines.
• Familiarity with preparing BoQs, technical drawings, and engineering reports.
• Attention to detail and commitment to ensuring the safety and durability of infrastructure.
• Ability to work collaboratively within a multidisciplinary team and contribute to the broader goals of the project.
