This position is in the Bureau for Resilience, Environment and Food Security (REFS), 500 D Street, SW., Washington, DC., at the U.S. Agency for International Development (USAID).

Duties

  • Provides leadership and technical expertise to effectively  plan, design, and implement engineering and infrastructure activities and programs.
  • Guides the development and management of Agency-level engineering and infrastructure policies, strategies, and related guidance.
  • Maintains in-depth knowledge of Agency policy and priorities.
  • Supports development of engineering and infrastructure staff and monitors engineering and infrastructure operational and technical performance.
  • Designs engineering and infrastructure activities that inform the development of technical policies, guidance, and tools and provides insights and evidence to improve programming across multiple countries, regions, sectors, and programs.
  • Improves engineering and infrastructure teams in missions and other operating units’ access to engineering and infrastructure information and evidence.

  • These are Testing Designated Positions (TDP’s) under the Agency’s approved Drug-Free Work Place Program. All applicants selected for this position will be subject to random drug testing once they begin working for the Agency.

Qualifications

Basic Requirements:
A. Engineering Degree is required. To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

B. Combination of education and experience — college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure — Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1 , or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration.

Specialized Experience:

GS-14: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position include: (a) serving as an expert authority and leader in a civil engineering specialization; (b) developing broad and complex civil engineering programs; (c) providing information and consultation to individuals, federal agencies, private industry, universities, and/or foreign governments on civil engineering issues; (d) giving presentations concerning the interpretation and analysis of related regulations and statutes to state, local, and foreign governments, subject matter experts, upper levels of management, and industry; (e) fluency in English AND one of the five other official languages of the United Nations (Arabic, Chinese, French, Russian, or Spanish) is preferred and (f) Professional Engineer (P.E.) licensure is preferred.

This position includes a Selective Placement Factor (skill, knowledge, ability or other worker characteristic basic to – and essential for – satisfactory performance of the job). Selective Placements Factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not demonstrate the experience below are ineligible for further consideration.Must be Contracting Officer Representative (COR) certified. You must provide proof of your certification with your application.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position’s duties to be filled, including volunteer experience.

CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible applicant with the knowledge, skills, and abilities that clearly exceed the position’s minimum requirements. In addition, a well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors and are assigned to the Silver Category or higher Category; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training.

A well-qualified candidate will not necessarily meet the definition of highly or best qualified when evaluated against other candidates who apply for a particular position. Therefore, selecting officials will document the job-related reason(s) for qualification determinations without selective and quality ranking factors.

This position does have a positive education requirement, therefore transcripts are required. Copies of licenses and degrees are acceptable. You may be required to provide additional copies if selected.
