Envision yourself providing environmental engineering duties for the restoration of existing facilities and new construction, fish supplementation, water distribution, fish passage, wildlife viewing, and marine and inland recreational water access. 

Selected candidates will be hired into either class based on qualifications – this recruitment does not offer an in-training option. 

Depending on which level you are hired at, your monthly salary will be as follows: 

Environmental Engineer 2: $ 5,783 – $7,779
Environmental Engineer 3: $ 6,705 – $9,021

Providing engineering expertise for the review and evaluation of proposals or existing environmental permits and permit applications.

In this dynamic role, 

Provide administrative support for projects by collecting data, providing project documentation, and training staff.

With your experience, 

Review and/or approve detailed engineering plans and specifications, site plans, engineering reports and/or the operation and maintenance of environmental systems.

We are seeking a candidate,

Duties:

Depending on the qualifications, expectations of the position’s duties and level of supervision may vary. Typical work may include one (1) or more of the following:

Design or manage engineering projects: 

• Prepare preliminary engineering designs, cost estimates, feasibility studies, final engineering designs, plans and specifications utilizing technical design and analysis skills in civil, structural, hydraulic, and environmental engineering to support the Department’s mission.
• Review and/or approve detailed engineering plans and specifications, site plans, engineering reports and/or the operation and maintenance of environmental systems.
• Develop project scopes of work.
• Develop and monitor project schedules.
• Work with and manage construction crews.
• Prepare, review, and negotiate with applicable parties for environmental permits, regulatory orders and environmental plans and monitoring programs for assigned program(s).

Manage public works contracts and architects/engineers contracts: 

• Administer and act as the Department’s representative for public works contracts, and architects/engineers contracts for the design of Department capital construction projects.
• Manage public works contracts and contractors and manage architects/engineers contracts and consultants.
• Obtain, update, and maintain plans, permits, and standard operating procedures.

Create and manage budgets:

• Develop and monitor project budgets.
• Assist in budget implementation, forecasts, and administration.

WORKING CONDITIONS:

• Work Setting, including hazards:
  • 70% of duties are performed in an office setting. Will include working under fluorescent light, extensive computer use including looking at a computer monitor for long periods of time, and repetitively entering data.
  • 30% of duties are performed in the field. Will work in all weather conditions, including extreme heat, rain, or snow. Work in rough terrain, riverbanks, slippery slopes, and other surfaces in all types of weather conditions. Must be able to negotiate water in emergency situations.
• Schedule:
  • Typically, Monday – Friday, 8:00 A.M. – 5:00 P.M However, more working hours are anticipated during the construction season.
• Travel Requirements:
  • 30% will be travel for fieldwork. Fieldwork may include, but is not limited to inspections of hatcheries, fish ladders, and wildlife areas.
• Tools and Equipment:
  • Computer hardware, software, and multi-line telephones.
• Customer Interactions:
  • Customer service is integral to department success. Interactions may include hatchery staff, public, tribes, other state agencies, and other DFW employees.

 

Qualifications:

To be considered for an Environmental Engineer 2: 

• An Engineer-In-Training Certificate OR a Bachelor’s degree with a major study in one (1) of the following engineering fields: sanitary, civil, geotechnical, water resource, environmental or related field.

           AND

• Two (2) years of environmental engineering experience.

OR 

• A Master’s degree with major study in one (1) of the following engineering fields: sanitary, water resource, civil, geotechnical, environmental, or related field.

           AND

• One (1) year of experience in environmental engineering.

 

To be considered for an Environmental Engineer 3: 

• An Engineer-In-Training Certificate OR a Bachelor’s degree with a major study in one (1) of the following engineering fields: sanitary, civil, geotechnical, water resource, environmental or related field.

           AND

• Registration as a Professional Engineer in the state of Washington or another state base on registration requirements equivalent to those in Washington.

           AND

• Three (3) years of environmental engineering experience.

OR 

• A Master’s degree with major study in one of the following engineering fields:  sanitary, water resource, civil, geotechnical, environmental, or related field.

           AND 

• Registration as a Professional Engineer in the State of Washington or another state based on registration requirements equivalent to those in Washington.

           AND

• Two (2) years of experience in environmental engineering.

Please Note: 

• A Ph.D. in one (1) of the above engineering fields will substitute for two (2) years of environmental engineering experience.
• Requirements for registration as a professional engineer in the state of Washington are eight (8) years of professional experience (which may include up to four (4) years of college-level engineering education) and successful completion of sixteen (16) hours of professional licensing exams. Applicants qualifying through the licensing equivalency option must achieve professional registration as an engineer in the state of Washington within six (6) months of appointment to this class.

 

The Environmental Engineer 2 and Environmental 3 must also have: 

Certifications/Licenses: 

• Valid Driver’s License.

 

PREFERRED QUALIFICATIONS:

In addition to those required qualifications, our ideal applicant will also have some or all of the following:

• Valid Washington State Professional Engineering license (applicable as a preferred qualification to the EE2 class only).
• Bachelor’s degree or a higher-level degree with a major study in an engineering field.
• On the job training beyond education requirements in a diverse work setting for at least five (5) years.
• Public Works contracting laws and regulations.

Knowledge of: 

• Principles and practices of engineering
• Design, construction and operation of water supply, water treatment, and civil structures.
• Physical and biological sciences as related to engineering.
• Laws and regulations governing environmental issues.
• Knowledge of fish hatchery operations, fish behavior, fish passage and screening regulations.

Ability to: 

• Evaluate technical engineering data and computations.
• Develop designs involving engineering theory and judgment.
• Plan, promote and administer engineering projects.
• Establish and maintain cooperative working relationships with public officials and community groups.
• Write engineering reports and proposed legislation.
