BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The World Food Programme (WFP) is the world’s largest humanitarian agency fighting hunger worldwide. Climate change multiplies existing threats to food security, hunger and malnutrition. The impacts are disproportionally felt by the most vulnerable communites, the majority of whom live in fragile areas prone to natural hazards, ultimately putting hundreds of millions of people at risk. WFP is supporting communities to:

  1. Anticipate climate hazards before they turn into disasters;
  2. Restore degraded ecosystems as natural shields against climate hazards;
  3. Protect the most vulnerable with safety nets and insurance against extreme weather events; and
  4. Promote initiatives that support schools, smallholder farmers and communities to access sustainable energy solutions.

The Country Office Haiti is currently hiring an expert to support WFP’s work on climate change adaptation, anticipatory action and macro-insurance. This assignment is in the Programme unit, and reports to the Climate Crisis Adaptation Team Leader.

ACCOUNTABILITIES/RESPONSIBILITIES:

Within delegated authority, the consultant will:

1. Anticipatory Action

  • Lead the design of a multi-stakeholder national Anticipatory Action framework in Haiti, with a particular focus on sudden on-set shocks;
  • Identify a robust forecasting mechanism with appropriate thresholds for triggering anticipatory action;
  • Prepare and implement WFP’s Anticipatory Action Plan with other units within the Country Office (e.g. the emergencies and social protection teams, monitoring and evaluation, finance and resource mobilization, cash transfers, communications, partnerships) and sub-offices;
  • Mobilize financial resources for WFP for implementing the National Anticipatory Action Framework.

2. Macro-insurance

  • Lead efforts to link climate risk insurance through the Caribbean Catastrophe Risk Insurance Facility (CCRIF) to Haiti’s social protection system.
  • Support implementation of the national disaster risk financing strategy
  • Establish and maintain strategic and operational partnerships with key government partners (Ministry of Finance, ministry of Agriculture, ministry of social affairs, …) to enhance capacity development for innovative macroinsurance products
  • Facilitate knowledge management, knowledge sharing and south-south cooperation with governments and relevant WFP country offices

3. Climate services

  • Oversee the development and dissemination of participatory integrated climate services.
  • Support development of models to provide climate information to smallholder farmers.
  • Lead analysis on the links between food security and climate risk in Haiti to enhance decision based on climate services
  • Establish strong partnerships (UHM, WMO,…) to improve impact-based forecasting in Haiti.
  • Supervise the climate services programme associate.

4. Climate finance

  • Contribute to the development of climate finance proposals to finance the country office operations, including the Green Climate Fund, and Adaptation Fund.

DELIVERABLES AT THE END OF THE CONTRACT:

  • Anticipatory Action Framework for Haiti for sudden on-set shocks is developed and resourced.
  • Partnership with CCRIF is established for WFP participation to macroinsurance scheme in Haiti.
  • Climate services model for smallholder farmers is developed and tested, including the participatory integrated climate services for agriculture are delivered to target communities.
  • Concept note for a Green Climate Fund and an Adaptation Fund project are formulated

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education

Advanced University degree in climate change, agriculture, development studies, international relations or related fields.

Experience

At least 3 years’ experience working on anticipatory action. Experience working on OCHA-facilitated anticipatory action frameworks is desirable.

Demonstrated experience engaging with key stakeholders on macro-insurance for climate-related disasters.

At least 5 years’ experience working on humanitarian affairs and/development projects.

Demonstrated, progressively responsible work experience on designing and implementing climate risk management and/or climate change adaptation interventions at national or community levels.

Experience with programmes in the food security, agricultural and/or rural sector is desirable.

Experience in engaging with a range of actors from Government agencies, UN agencies, NGOs, academic, and the private sector.

Experience with design and/or implementation of climate finance proposals/projects, such as with the Green Climate Fund or Adaptation Fund is desirable.

Experience in providing support to national government policy/planning processes that address climate change impacts on food security and nutrition is considered an asset.

Knowledge

& Skills

Familiarity with the design and implementation of cash-based transfers. Familiarity with climate service delivery (PICSA or similar).

Familiarity with climate risk financing is a strong asset

Excellent ability to coordinate across multiple units and organizations

Excellent written and verbal communication skills

Ability to work to tight deadlines and handle multiple activities

Languages

Fluency in English and in French (Level C)
