Background

For almost 40 years, The Carter Center (TCC) has been at the forefront of waging peace and fighting disease through democracy, human rights, the rule of law, conflict resolution, eradicating and eliminating neglected tropical diseases, and improving access to mental health care globally. Today this legacy is intricately linked with climate change. Climate change not only undermines the realization of human rights and human development but also preys upon and exacerbates intersecting social, cultural, economic, political, and legal inequalities. To address these issues, The Carter Center aims to work towards climate-resilient development guided by human rights. Climate resilient development is the capacity of social, economic, and ecological systems to anticipate, avoid, respond, reorganize, and transform in the face of climate risk.

This 12-month contract aims to advance a comprehensive, Center-wide strategy for climate-resilient development aligned with TCC’s mission and existing programmatic priorities, including program-specific climate strategies.

Deliverables:

The contractor will be responsible for the following key deliverables:

  • Provide technical support to the implementation of existing climate-related interventions.
  • Coordinate and harmonize climate-related priorities across all institutional units through regular meetings, collaboration platforms, and strategic planning sessions as relevant.
  • Develop action plans based on the recommendations obtained from the Greenhouse Gas inventory and baseline report and implement them in coordination with relevant stakeholders.
  • As new projects emerge and/or incorporate climate-related interventions, work collaboratively with TCC teams and external partners throughout the project lifecycle, including design, development, resourcing, implementation communication, and evaluation.
  • Provide training and capacity-building activities to enhance the knowledge and skills of The Carter Center staff in climate-related topics and evidence-based practices.
  • Prepare clear and concise reports, presentations, and other documentation to communicate climate-related recommendations, and progress to relevant stakeholders.
  • Provide technical assistance to TCC’s development and program staff to explore opportunities for new funding sources.

Required Qualifications

  • Master’s degree or academic focus in a field related such as environmental science, sustainable development, international development, or climate policy.
  • Minimum experience: 7 years of professional experience spanning the building blocks of climate-resilient development (decarbonization, adaptation, just transition, or related field).
  • Experience working with INGOs, development organizations, global think tanks, government agencies, civil society organizations, and/or foundations.

Preferred Qualifications

  • Experience operating in a complex organization with a significant global footprint.
  • Experience working on project design, implementation, and/or evaluation for climate-related programs.
  • A collaborative personality who welcomes and fosters partnerships both inside TCC and with local partners across the many geographies in which TCC operates.
  • An entrepreneurial mindset that proactively seeds ideas with colleagues and works to support those ideas with the right human, knowledge, and financial resources.
  • A global perspective, effective working with global partners; understanding interconnected and complex global challenges; can build on own cultural values and knowledge to work effectively with individuals of diverse backgrounds in a variety of work contexts; and adapt to work effectively in ambiguous or changing situations, and with diverse individuals and groups.

Reporting Structure

12-Month Contract supervised by the Director of Strategy, Innovation, and Learning at The Carter Center. The consultant is expected to engage in person with Atlanta-based leadership and staff. This consultancy may require international travel to support project design, implementation and monitoring, evaluation, and learning.

Payment Terms

Payment will be issued monthly, based on the agreed retainer fee or hourly rate, upon submission and acceptance of deliverables. Initially, a commitment of 12 hours per week will be allocated to address existing work requirements. As demands evolve, the allotted hours will be adjusted accordingly.
