CONTRACT LENGTH: Fixed term contract for 3 years

ROLE PURPOSE:

Save the Children will be implementing Creating an INclusive and TrAnsformative youth-Led climate Action Movement (CINTALAM). The overall objective of a three-year project in the Southern most is to enhance resilience, adaption, and mitigation capacity in the three southern border provinces of Thailand to address climate change and environmental degradation. The project will deliver on two of the priorities: 1) enhancing CSOs’ participation in tackling climate change, fighting against climate change scepticism, and raising awareness of the impacts of climate change and global warming for the environment and people’s lives, and 2) enhancing the voice of women and girls and/or youth to better engage in social, economic, and environmental policy-making and implementation.

The Climate Change and Partnership Project Coordinator project coordinator will have overall responsibility for the planning, implementation and monitoring of the project. The position will lead on the design and management of the project, capacity building for staff and partners, and work with Climate Change and Green Skills Tech. Advisor and Advocacy, Campaigns, Communications and Media team. The coordinator shall utilize lessons learned and critical networks developed through previous actions, including those by the consortium partners and pre-identified potential partner CSOs, CBOs, youth groups, and LAs already working with youth in the region, while leveraging the organizational capacity development and thematic/technical expertise of SC and Geen South Foundation (GSF) to provide local climate groups with the tools, knowledge, and financial support to lead effective and sustainable action within their communities.

Indirect: Technical Advisor

Budget Responsibilities: Budget holder for CINTALAM Projects (approx. 300,000 USD / year)

Financial Approval: 30,000 USD

Role Dimensions: the post holder will work with internal and external stakeholder; GSF, Implementing partners (FSTP), CSOs, CBOs and Youth groups. It also works with multi-sectoral representatives from regional (Generation Hope), national, provincial level such as National and Local government representatives.

KEY AREAS OF ACCOUNTABILITY:

Program Implementation:

  • Provide overall leadership on the planning, implementation, monitoring and evaluation of the CINTALAM project in accordance with project design and plans as agreed with Climate Change and Green Skills Tech. Advisor.
  • Lead on developing and revising the CINTALAM project management tools (PMM/PRIME) submit on timely basic.
  • Develop and implement the project training and capacity building plans and manuals according to agreements with the Technical Advisor/capacity building leads.
  • Plan and lead the coordination and advocacy activities with local and national government as agreed with Climate Change and Green Skills Tech. Advisor and Advocacy, Campaigns, Communications and Media team.
  • Ensure effective communication between the CINTALAM project and other education programmes within Save the Children Thailand and with CINTALAM projects in other countries as required.
  • Ensure that the CINTALAM project is implemented in line with SCT established standards and guidelines.
  • Ensure that the activities meet the technical standards and specifications as agreed by Climate Change and Green Skills Tech. Advisor.
  • Ensure effective communication and networking developed and maintained through partnership and collaboration with all stakeholders.
  • Develop budget plans, monitoring spending, and plan budget adjustments accordingly
  • Ensure or contribute to the appropriateness of financial, administrative and supply documentation. Follow up on queries, including with and by partners, or initiate corrective action on discrepancies

Partnership Management and Support

  • Work with partners (GSF, FSTPs) to collate good practices and evidence for showcasing at national and regional level.
  • Provide technical support to the partner on the sub-award agreement and compliances. Make sure that the projects’ partners are followed through with SCT standard in logistics, management and finance. Timely funding transfer to partners is to be ensured.
  • Ensure implementing partners and sub-grantees have organizational development plan and provide capacity building support and guidance on project and budget management and activity implementation.
  • Oversee and monitor partners’ performance in accordance with the agreement and as required per Save the Children policies and donor’s compliance.
  • Provide technical support to partners in implementing organizational and technical development plan.

  • Ensure adherence to security regulations by personnel under his/her supervision
  • Identifying capacity building needs (management, language etc.) and in conjunction with the HR, devise a plan for personal development of each staff member.

Planning, reporting, monitoring and learning:

  • Collate and write required implementation plans for timely submission to Climate Change and Green Skills Tech. Advisor Senior Field Coordinator
  • Working with the MEAL team, lead on developing and implementing the learning plan activities and ensuring that the necessary data is collected and analysed
  • Ensure timely and quality reporting of CINTALAM activities to donor and key stakeholder in line with internal requirements.
  • Attend meetings with Climate Change and Green Skills Tech. Advisor and MEAL team to update progress of project and receive guidance on technical aspects
  • To maximize continuous learning, ensure timely and quality documentation of CINTALAM project activities, including collection of case studies, documenting of lessons learned, best practices and challenges in accordance with donors’ requirements.

Collaboration and Representation:

  • Represent Save the Children in a professional manner
  • Support dissemination and learning events and dialogues (community of practice) with other Climate Change programs in Save the Children both online and in person as required
  • Liaise with other stakeholders, including schools, local leaders, partners and participate in relevant meetings
  • Collaboration with other team members across to ensure synergies and consistency in our programming approaches
  • Represent program with local government, NGOs, communities and within SC as appropriate
  • Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

QUALIFICATIONS

  • Thai nationality
  • University degree in one of the disciplines relevant to the following areas: Environmental Science, Sustainability, Climate Change, Business and Management, International Environment Law, Social Sciences, or a field(s) relevant to Environment, Economics, Social Sciences and Climate Change.

EXPERIENCE AND SKILLS

Essentials:

  • Minimum 2-3 years of professional work experience at national and international level
  • Demonstrated strong project management skills; People, Budgeting, Planning, implementing and Monitoring
  • Proof experiences in working with wide range of partners; Youth group/network, CBOs, national and local Climate Change network, Civils Societies Organization (CSOs) as implementing partners
  • Experience delivering high quality training programs related to organizational development.
  • Strong verbal and written English skills required
  • Strong interpersonal skills the ability to work collaboratively with others
  • Experience in integrating Gender into project/program
  • Good computer skills (MS Office, Outlook, Excel etc.,)

Desirable:

  • Fluency in Pattani Malay
  • Experience in promote child and youth participation in project/program.
  • Experience and expertise in leading Climate Change Actions
  • Master’s degree in a relevant discipline
  • Experience in delivering Climate Change technical sessions is desirable
  • Experience working in an international development organization is an asset.
  • Flexibility to adapt and Ability to relate well to a diverse range of cultures, and to work effectively as part of local, national and international team.
