Climate Change Specialist

About this position
We seek a motivated, high-performing individual with strong teamwork skills to fill the Climate Change and Sustainability Specialist position in Washington, D.C. As a specialist, you will lead climate change integration within the Bank’s Institutions for Development Department (IFD), comprises four divisions: the Fiscal Management Division (IFD/FMM), the Innovation in Citizen Services Division (IFD/ICS), the Connectivity, Markets and Finance Division (IFD/CMF), and the Competitiveness, Technology, and Innovation Division (IFD/CTI). Also, you will support the work of the Regional Climate Change Platform of the Ministries of Economy and Finance. To achieve this, you will create partnerships with stakeholders within the IDB Group, as well as in the countries of the Latin America and the Caribbean (LAC) region. The position primarily involves technical and operational work, as well as capacity-building and developing technical knowledge for public policy dialogue in the region.
You will work in the Climate Change Division (CSD/CCS), part of the Climate Change and Sustainable Development sector (CSD). This team is responsible for integrating climate change issues throughout the IDB Group. Activities include, among others: (i) increasing access to climate finance in borrowing member countries; (ii) providing support for building climate institutions to implement relevant initiatives and projects; (iii) developing and disseminating climate knowledge to encourage a transformation towards low-carbon and climate-resilient development in LAC.
What you’ll do:
- Support mainstreaming climate change into the work of the IFD Sector.
- Develop and implement work plans with IFD sector divisions to incorporate climate change into their operations, technical cooperations, and knowledge products. Relevant areas of climate-related work with IFD sector divisions comprise climate governance and institutions, digitalization, innovation, transparency frameworks such as MRVs, greening national development banks, just transition, fiscal policy, risk of stranded assets and from natural disasters, green budgeting, among others.
- Lead, design, develop, and execute climate and sustainability-related technical cooperations and/or investment grants to support clients with implementing climate change and sustainability-related policy, finance, and technical solutions.
- Support the preparation of inputs from CCS to IFD’s strategic documents, such as sector framework documents, sector strategies, and action plans.
- Support the work of the Regional Climate Change Platform of Ministries of Economy and Finance towards ensuring that these ministries mainstream climate change into their policies, instruments, and processes.
- Provide expertise and understanding of climate challenges, opportunities, and policies in the work of CCS with IFD sector divisions.
- Work closely with IFD’s sector divisions and CCS specialist to incorporate climate and sustainability actions in their work.
- Engage with relevant partners within and outside the IDB Group, as well as with colleagues in other country offices and at headquarters, to develop and consolidate the climate and sustainability agenda in IFD sectors.
- Actively participate in national and international forums and dialogues related to disseminating the work of the IDB on climate and sustainability-related issues.
- Partner with stakeholders within and outside the IDB Group to strengthen the capacities of internal and external clients through the identification of gaps, training, participating in the delivery of capacity-building efforts and knowledge generation and dissemination, building understanding of climate resilience and mitigation opportunities, and risks, as well as building country and institutional capacities to achieve access to climate finance to deliver low-carbon and climate-resilient development.
- Ensure that climate-related projects and activities are executed effectively and efficiently through the systematic and objective assessment of the design, implementation, and results of interventions using quality data to determine and report on the fulfillment of objectives and impact and improve future interventions and policies.
What you’ll need:
- Education: A master’s degree or equivalent in Environmental/Climate science, Sustainability, Economy, International Development, or other fields.
- Experience: At least five years of experience in project development and management; knowledge of climate and industry sustainability issues, national and regional issues, climate policy and institutions, climate risk, climate adaptation and resilience, climate economic risk, climate mitigation, tracking climate finance and measuring GHG emissions. At least three years of experience in climate policy. Good communication, negotiation, and teamwork skills. Experience in negotiating complex projects with project teams and clients.
- Languages: Fluent in Spanish and English. Additional knowledge of Portuguese and French is preferable.

Requirements

Type of contract and duration
