The Climate Civil-Military Advisor sits within the CFE Adaptation and Resilience Office (ARO). The position requires the applicant to have the ability to monitor and communicate the evolving science and engineering knowledge of climate change and its impacts, and to apply that knowledge to inform the security sector, on human, national and regional security. It requires communications, collaboration, and facilitation skills to work as part of an interdisciplinary, inter-agency, and international team to address the complex issues of climate security. The applicant should have the skills to integrate and grow the international civil-military line of effort within the program focused on bridging the gap between climate adaptation and security within diverse locations across the Indo-Pacific.

 

Reporting to the ARO Program Manager, and together with the CCI team, the Climate Civil-Military Advisor will have the opportunity and the responsibility to organize, implement and grow the programs’ efforts across U.S. and international civil and military engagements. The Climate Civil-Military Advisor will work at the science and policy interface to provide knowledge, expertise, and analysis to support decision making, and will provide leadership and coordination of CFE’s engagement efforts at the national and international levels to facilitate better understanding and adaptation to the impacts of climate change. The position requires the applicant to have the awareness, understanding, and facilitation skills that will help bring together DoD, partner nations, interagency, and international organizations to plan for the impacts of climate change, on human, national and regional security. It requires climate science understanding to effectively liaise with climate modelers, and climate data collection and analysis organizations. Additionally, the position will require communication, facilitation, and diplomatic skills to communicate the science at inter-agency and international venues that bring together a cooperative message on climate security.

 

RESPONSIBILITIES AND DUTIES:

  • Provide relevant expertise on climate change and its impacts, to the USINDOPACOM community and to other civilian and military organizations.
  • Under the direction and guidance of the CFE-DM Director, and the ARO Program Manager, provide support to plan, implement, and grow the USINDOPACOM Change Impacts Program.
  • Lead, facilitate, or participate in international and local conferences related to climate change and security.
  • Cultivate existing and new partnerships and identify opportunities for collaboration with new stakeholders relevant to the mission.
  • Understand, monitor, and remain current on geo-political developments impacting the governance of climate change and its impacts on global and regional security.
  • Draft analyses, correspondence, planning documents, after-action reviews, and other professional white papers and articles as required.
  • Support cross-branch CFE initiatives and projects as required.
  • Expect regular national and international travel in support of the mission.
  • Other duties as assigned by the CFE Director.

 

 

Qualifications

EDUCATION REQUIREMENTS:

  • Bachelor’s Degree or higher in a scientific or engineering discipline pertinent to understanding climate change and its impacts.
  • Master’s degree in international relations, political science, science, technology and society, management, law (J.D.), or another appropriate social science field; or a minimum of five years’ experience as a practitioner in a relevant setting.
  • Doctorate in one of these fields is desirable, not required.

MINIMUM JOB REQUIREMENTS:

  • 5+years of experience conducting climate change assessment, research, reporting, or advocacy in a government agency, NGO, academia, think tank, or consultancy.
  • 3+ years of experience in successful project management, with experience working across teams.
  • Experience in developing, delivering, and evaluating presentations and adult learning curriculum for military and/or civilian audiences.
  • Comfort with public speaking, presentation, and facilitating groups.
  • Ability to take direction yet work independently with a high degree of autonomy.
  • Willingness to collaborate with others from different backgrounds, respect for diverse perspectives.
  • Familiarity with the Indo-Pacific geopolitical security environment is desired.
  • Experience working with US and/or international agencies concerned with environmental security is desired.
  • Experience advising and briefing senior leaders in military and/or civilian organizations.is desired.
  • Experience working with partner nations or international non-governmental organizations (INGOs), is desired
  • Strong writing and speaking skills -Must be able to speak, read, and write in the English Language fluently.
  • Citizenship is required, and the successful candidate must be able to obtain a SECRET level clearance.
